DESCRIPTION
The Board of Revision is an impartial quasi-Judicial body that has the responsibility to hear assessment appeals with respect to the assessed value, classification, liability or the refusal of the assessor to amend the assessment roll.
The Board is appointed by City Council and consists of citizens selected for their knowledge, experience and impartiality. The Board is independent of the assessment authority and members are not City Employees.
Typically hearings consist of three member panels and are scheduled throughout the year to hear appeals relative to assessment. Issues of taxation and/or city services are not addressed.
If you submit an application, you will be notified by mail at least ten days before your hearing. At the hearing, you will have an opportunity to make your presentation to the Board panel who will consider all evidence presented at the hearing and render a decision.
BOARD OF REVISION MISSION STATEMENT
The Board of Revision is independently established to hear appeals respecting assessment issues in a fair, efficient and judicious manner with consideration given to the City of Winnipeg's fiscal time frame.
THE GOAL OF THE BOARD...
. . . "is to ensure that all parties to an appeal irrespective of the decision rendered leave the hearing and appeal process with the perception that they have been treated fairly, professionally and without bias".
YOUR ASSESSMENT
The Municipal Assessment Act provides that every four years all properties in the City of Winnipeg are re-assessed utilizing an updated reference or value year. The reference year is the year following the year of the last re-assessment (e.g. for the tax year 2006 - 2009 it will be 2003). Simply, your assessment should reflect what it would reasonably have sold for in the applicable reference year given its current physical condition.
In a year of re-assessment (years 2006 and 2010 for example) all property owners will receive an Assessment Notice. In the intervening years, Assessment Notices are only sent out for properties that have undergone a change (ownership, improvement, addition, etc.) and have been re-assessed accordingly.
It is important to note that the property owners may file an appeal for any year within the time frame allowed for filing appeals as advertised by the Board of Revision.
If you think your assessment is incorrect, or if you have any questions, you may wish to talk to a City Assessor or you may file an Application for Revision with the Board of Revision.
