What is voting by Sealed Envelope Ballot?

Voting by Sealed Envelope Ballot is a provision by which a voter can make application to receive an election ballot package delivered to them. The voter then marks the ballot and returns it in a sealed envelope to the Senior Election Official prior to the close of voting on Wednesday, October 22, 2014.

A voter is permitted to vote by Sealed Envelope Ballot if he or she:

  • is unable to go in person to a voting location; or
  • expects to be absent from the City on Election Day and the days of Advance Voting.

An application to vote by Sealed Envelope Ballot may be made:

  • by mail and forwarded to the Senior Election Official, City Clerk's Department, Administration Building, 510 Main Street, beginning Thursday, July 24, 2014 and ending Friday, October 17, 2014, 4:30 p.m.
  • by fax at 204-947-3452 commencing Thursday, July 24, 2014 and ending Friday, October 17, 2014, 4:30 p.m.
  • by e-mail to elections@winnipeg.ca commencing Thursday, July 24, 2014 and ending Friday, October 17, 2014, 4:30 p.m.
  • in-person by visiting the City Clerk's Department, Administrative Building, 510 Main Street, between Wednesday, September 24, 2014 and Friday, October 17, 2014, 4:30 p.m.

A voter making application in-person will be provided with a Sealed Envelope Ballot package once the application is approved.

Persons applying by mail, fax or e-mail by Friday, October 10, 2014, will receive a Sealed Envelope Ballot package by mail, from the City Clerk’s Department.

Persons applying by mail, fax or e-mail between Saturday, October 11, 2014 and Friday, October 17, 2014, must make alternate arrangements to have the Sealed Envelope Ballot package delivered to them.

The voter must return the ballot to the Senior Election Official, City Clerk's Department, Administration Building, 510 Main Street, prior to 8:00 p.m. on Wednesday, October 22, 2014.
