Dog Licensing
According the City of Winnipeg Pound By-law 2443/79 Section 17.(a), all dogs over the age of six months must be licensed.
Annual Dog License Fees are:
- Regular license (unsterilized dog) $61.00
- Reduced fee for sterilized dog $26.00
- 2 Year Licenses offer a 10% discount in the second year

If you are purchasing a new license through the mail, please call Animal Services Agency at 986-2155 prior to mailing your payment to determine your first time pro-rated license fee. Or calculate your first time pro-rated licensing fee online. Your initial dog license fee is established by the first letter of your last name and will cover a period of between 7 and 18 months. After the initial period, you will be invoiced annually for a twelve month period.

The renewal month for the dog license is determined by the first letter of the last name of the dog owner. Invoices are sent one month prior to the license expiring.

The City of Winnipeg Pound By-law 2443/79 Section 17.(b) allows, upon application and satisfactory evidence, for a portion of a dog license to be refunded in the event of the death or sale of the licensed dog or if the dog owner leaves the City before the expiration of the license. The refund is calculated on a quarterly pro rata basis.
Animal Services Agency will require a letter from the licensed dog owner requesting a license refund.
- If your dog is deceased, Animal Services Agency will require proof of euthanasia. If that is not available to you, your letter of request should include the name of the veterinarian clinic that cared for your dog and the date that your dog was euthanized.
- If you have moved from the City of Winnipeg, your letter of request must indicate your new address and phone number.
- If you have sold or given away your dog, your letter of request should indicate the name, address and phone number of the new dog owner.
Transferring a Dog License
Dog licenses are not transferable between dogs, but the City of Winnipeg Pound By-law Section 18. (3) allows a change of ownership of a dog license during the license year. The new owner may have the current license transferred to his name for a transfer fee of $2.00.
Lost Dog License Tag
If you have lost your dog’s license tag, contact the Animal Services Agency at 986-2155. A replacement tag will be issued at a cost of $2.05. Replacement tags can also be issued to you in-person at the Animal Services Agency, 1057 Logan Avenue.Found Dog License Tag

Dangerous Dog LicenseA “dangerous dog” is a dog which has been declared to be dangerous pursuant to Section 20.1 of Pound By-law 2443/79.
The City of Winnipeg Pound By-law 2443/79 Section 20.1 allows for the Animal Services Agency, through due process, to declare a dog dangerous.
In part, when a dangerous dog license is issued, the dog owner must:
- provide proof that the dog has been microchipped;
- must insure that the dog, while on private property, is securely confined as specified in the Pound By-law;
- must have the dog muzzled and restrained on a leash not to exceed 6 feet if on public property and under the control of a responsible person;
- must display the signage provided by the Animal Services Agency at each entrance of their property, as specified in the Pound By-law;
- must keep in affect minimum limit liability insurance of $300,000.
