Land Development Engineer

Planning, Property and Development

 

 

JOB SUMMARY

Under the general direction of the Land Development Administrator, the Land Development Engineer, as Chairman of the Administrative Coordinating Group (ACG) is responsible to review all Development applications with respect to servicing requirements and to process servicing conditions through public hearing, Standing Committee and Council.  As well, the Land Development Engineer prepares and certifies all development and servicing agreements as per Council and/or Standing Policy Committee instructions and ensures all conditions pursuant to those Agreements are met.

 

 

DUTIES AND RESPONSIBILITIES

  1. Responsible for all duties as Chairman of the Administrative Coordinating Group (ACG).
  2. Responsible for the preparation of Development and Servicing Agreements.
  3. Authorizes the release of Mylars and the commencement of development.
  4. Provides information and assistance to, and liaises with, internal and external contacts with respect to the development application and agreement process as well as the interpretation of agreements.
  5. Carries out special assignments at the direction of the Land Development Administrator and the Manager of Development and Inspections.

 

 

QUALIFICATIONS

  1. Bachelor’s Degree in Engineering.
  2. Registered Professional Engineer in the Province of Manitoba.
  3. Ability to communicate clearly, both orally and in writing; must be able to respond to questions with little time to reflect i.e. public meetings.
  4. Ability to establish and maintain effective working relationships and to facilitate and encourage a “team” approach in problem solving where situations are newly evidenced or where shared knowledge would enhance the working group as a whole.
  5. Knowledge of the field of Municipal Engineering including design, construction, and maintenance of municipal infrastructure i.e. pavements, land drainage, sewer and water distribution systems.
  6. Knowledge of Council policy and legislated requirements such as the City of Winnipeg Charter Act, Development Agreement Parameters, subdivision and/or re-zoning bylaws within three (3) months.
  7. Knowledge of the various development application approval processes and the enactment of subdivision and/or rezoning bylaws within three (3) months.
  8. Ability to determine or knowledge of how to establish various fees, costs and charges (eg. Cash in lieu of dedication payments, oversizing costs, land drainage trunk charges, etc.) as well as knowledge of cost escalation factors and Consumer Price Index within three (3) months.
  9. Knowledge of the principles and practices for the registration of documents at the Winnipeg Land Titles Office within three (3) months.
  10. Knowledge of how Letters of Credit are used to secure developer obligations with respect to performance securities and pursuant to the Builders’ Liens Act within six (6) months.
  11. Must have, or be able to acquire in a reasonable period of time, a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work.
