Arson – Arrest: C19-257103

Released: November 1, 2019 at 8 a.m.

On October 31, 2019, at 6:00 p.m., Winnipeg Fire Paramedic Service and Police responded to a fire at a duplex located in the 300 block of Maryland St. Four adults and a toddler were able to escape the structure safely.

The investigation determined that a second-floor tenant had deliberately started the fire by placing flammables on top of the stove. She left the building without alerting the other tenants. A smoke alarm was activated alerting the remaining residents who were able to flee the structure. The accused admitted to using crack cocaine prior to starting the fire.

Elena Mary COWLEY, 35, has been charged with:
- Arson – Disregard for Human Life x 4
- Arson – Damage to Property
