The public can obtain the following Services from the Winnipeg Police Service Bureau of Police Records:


CRIMINAL RECORD SEARCH CERTIFICATE

You may apply in person or by mail to obtain a Criminal Record Search Certificate. Turn around time or processing time will be approximately 3 to 4 weeks.

To apply in person, attend to the Public Safety Building, 151 Princess St. at William Ave. Pay at the Cashier on the main floor, then go to the Bureau of Police Records on the 4th floor with your receipt. For payment amount, please see Fee Schedule (Fees change annually).

Persons requiring a Criminal Record Search Certificate must complete the Application For Criminal Record Search Certificate P-612 and mail to the address below, or bring it with you if applying in person. Two (2) pieces of Identification are required.

Persons requiring a Criminal Record Search Certificate in order to work/volunteer with a vulnerable sector must also sign and date Section 3 - Vulnerable Sector Consent on the P-612 form, allowing the Winnipeg Police Service to check for a sexual offence for which a pardon has been granted or issued. The Vulnerable Sector includes persons under 18 years of age, and/or persons who, due to age, disability or other circumstances, are dependent on others or are at a greater risk of harm than the general population from a person in a position of authority or trust.

Applicants may complete the Criminal Record Search Certificate Waiver P-613 if they want the results of the Criminal Record Search Certificate (when no convictions exist) forwarded to their prospective employer.

To request a Criminal Record Search Certificate by mail, please provide:

  1. Completed Application For Criminal Record Search Certificate P-612
  2. Signed and dated Section 3 - Vulnerable Sector Consent on the P-612 form (if required)
  3. Completed Criminal Record Search Certificate Waiver P-613 (if required)
  4. Photocopies of two pieces of Identification
  5. Include payment in Canadian Funds by:
    • Postal Money Order
    • Certified Cheque
    • Personal Cheque (a holding period of 12 business days applies)
    • All funds payable to “City of Winnipeg”

  6. Mail to:

CRIMINAL RECORD TRANSCRIPT

To obtain a transcript of convictions recorded with the Winnipeg Police Service, attend to the Public Safety Building, 151 Princess St. at William Ave.

Hours: Monday to Friday  8:00 a.m. to 3:45 p.m. Closed on Statutory Holidays

  • Attend to the Cashier on the main floor, pay required fee for transcript and obtain a receipt. For payment amount, please see Fee Schedule (Fees change annually).
  • Provide the clerk with the receipt and two pieces of identification.
  • An electronic fingerprint of the two index fingers will be taken (no fee)
  • A personal criminal record search, and a criminal record transcript will be mailed in approximately 3 to 4 weeks

To obtain a transcript of convictions recorded in the National Repository of Ottawa through the R.C.M.P., one must obtain:

  • Attend to the cashier on the main floor of the PSB, pay required fingerprint fee and obtain a receipt. For payment amount, please see Fee Schedule (Fees change annually).
  • Attend to the Forensic Identification Section on the 2nd floor
  • Obtain a full set of fingerprints
  • Submit fingerprints and $25.00 fee to R.C.M.P., Ottawa

AGENCIES REQUESTING CRIMINAL RECORD SEARCH CERTIFICATES

A criminal record search includes searching the records of both the Winnipeg Police Service and the National Repository of Ottawa (RCMP) under the subject's name and date of birth.

The results will indicate:

  • No conviction record exists with the Winnipeg Police Service
  • A conviction record exists with the Winnipeg Police Service
  • No conviction record exists with the National Repository / RCMP
  • A record may exist in the National Repository / RCMP, but cannot be disclosed unless verified by a fingerprint comparison. (The Winnipeg Police Service and RCMP provide fingerprint verification services for a fee)
  • Charges are pending before the Courts (the charges will be listed)

Important:

When receiving a Criminal Record Search Certificate, ensure you see an original form with a colored validation sticker adhered to the top right hand corner, before photocopies are taken.

The Winnipeg Police Service is not responsible for the authenticity of a Criminal Record Search Certificate not bearing a colored validation sticker displaying the Winnipeg Police Service's crest, title and a serial number.

The accuracy of the criminal record search is dependent on the information the applicant supplies (i.e. all names an applicant uses).

Pre-paid validation stickers may be purchased through the Winnipeg Police Service Finance Unit during regular business hours (Monday to Friday 8:00am to 4:00 pm).

Attach the pre-paid validation sticker to the Application For Criminal Record Search Certificate P-612. Stickers are available in strips of 10, thereby allowing an agency to purchase a minimum of 10 and up to the maximum of 100.


FINGERPRINTS

Persons requiring fingerprints must attend to the Cashier's wicket on the main floor of the Public Safety Building (151 Princess St. Winnipeg, Manitoba) and pay the required fee. For payment amount, please see Fee Schedule (Fees change annually).

Cashier Hours: Monday to Friday  8:00 a.m. to 3:45 p.m. Closed on Statutory Holidays

Indentification Unit Hours (For Fingerprints) : Monday to Friday  8:30 a.m. to 11:00 a.m.

Persons must then attend, with the payment receipt, to the Identification Unit on the 2nd Floor to have their fingerprints taken.

Two pieces of Identification are required.

MOTOR VEHICLE COLLISION REQUEST

Persons requesting a Motor Vehicle Collision Report complete the Motor Vehicle Collision Request Form P-615 and mail, along with copies of the required identification and fee, to the address on the form. For payment amount, please see Fee Schedule (Fees change annually).

Two pieces of Identification are required.

Persons may attend, in person, to the Public Safety Building (151 Princess St. Winnipeg, Manitoba) to request this information.

POLICE REPORT CONFIRMATION REQUEST

The Winnipeg Police Service does not release copies of police reports. For incidents, where criminal charges are not pending before the courts, you may apply for a “Police Report Confirmation Letter”. The letter will provide the date the incident occurred, the date it was reported, the offence location, a brief summary of what occurred and if the offence was cleared by charge.

Persons requesting an Incident Confirmation Letter must complete the Police Report Confirmation Request Form P-614 and mail, along with copies of the required identification and fee, to the address on the form. For payment amount, please see Fee Schedule (Fees change annually).

Two pieces of Identification are required.

The public may attend in person or mail in the above application with payment and copies of identification.
