Stolen Medication

On January 22nd, 2006 at 5:30 p.m., a female was leaving a restaurant in the 2200 block of McPhillips Street when two males grabbed her purse and fled.

The purse contained the following medications:

  • 50 tablets of CHLORPROMAZINE
  • 50 tablets of CLORNAZAPAM
  • 21 tablets of DIAZEPAM
  • 6 tablets of GENEX
  • 20 tablets of IBUPROFEN
  • 12 tablets of LOSIC
  • 50 tablets of SANDO MIGRAINE DS
  • 50 tablets of NORTRIPLINE
  • 73 tablets of TYLENOL 3

This medication, taken alone or in combination with alcohol could be fatal. Found medication can be turned in to any hospital or police station.

Both suspects are described as fourteen to fifteen year old youths, one with shoulder length hair and one with a poney-tail. Both were wearing baggy pants and black jackets with red patches on the back.

Methamphetamine Seizure

On January 19th, 2006 at 7:00 p.m., members of the Winnipeg Police Organized Crime Unit seized approximately two kilograms of methamphetamine in a suite of a hotel in the 300 block of St-Mary Avenue with an estimated street value of $90,000.00.

Twenty-three year old Mark Anthony BIE and Matthew Yew Shun LEE of Vancouver, British Columbia have been arrested for Possessing a Controlled Drug or Substance and Possessing a Substance for the Purposes of Trafficking.

Both males have been detained at the Winnipeg Remand Centre.

 

Weapons Seizure

On January 20th, 2006 at 10:00 p.m., members of the Winnipeg Police Service Organized Crime Unit seized the following weapons and drugs from a residence on Four Mile Road.

Three fully automatic assault weapons, one semi-automatic firearm as well as assorted magazines and ammunition. One ounce of cocaine was also seized.

A forty year old male and a forty year old female at the residence were arrested for Possess Prohibited Firearm X 4, Unsafe Storage of Firearm X 4, Unsafe Storage of Ammunition, Possess Firearm without a licence X 4, Possess Firearm without a permit X 4 and Possess a Substance for the Purpose of Trafficking.

 

Abduction

On January 18th , 2006 at 1:00 a.m., a male met with two other males near a medical facility on Notre Dame Avenue. The males robbed the victim of his wallet and vehicle at gun point. They physically assaulted him and forced him to drive to his residence where they took his brother captive as well. The males took a number of items from the home, forced the two victims into the trunk of a vehicle and drove off.

While stopped at an intersection, one of the victims was able to escape and notified police. The second victim was eventually released by the suspects with minor injuries.

The Winnipeg Police Service Major Crimes Unit is requesting the public's assistance in locating two males wanted for the abduction.

Twenty year old Joshua HOURIE, date of birth, July 29th, 1985, of Winnipeg is described as six feet tall with a large build, brown hair and hazel eyes.

Nineteen year old Christopher HASTINGS, date of birth, November 18th, 1986, of Winnipeg is described as six feet tall, approximately 195 pounds with brown hair and brown eyes.

Community Notification: High Risk Sex Offender Released

The Winnipeg Police Service today provides information regarding James Sheldon JASPER, 29 years of age, a convicted sex offender who is considered a high risk to re-offend.

JASPER will be released from the Stony Mountain Institution, Stony Mountain, Manitoba on January 23rd, 2006 after completing a 26-month sentence for Sexual Interference. He is expected to take up residence in Winnipeg.

JASPER has been convicted previously of numerous sexual offences. Although he has participated in sexual offender treatment in the past, JASPER is still considered a high risk to re-offend. Upon release, JASPER will be under long-term supervision by Parole Services. Children, particularly young boys, are at risk of sexual violence.

Background Information:

James Sheldon JASPER is a 29 year-old male with a criminal record for sexual offences against male children.

He is described as Aboriginal, born August 3rd, 1976, 5’ 8”, 200 lbs, black hair, brown eyes.

JASPER'S most recent conviction involved a sexual offence against a 10-year old boy. JASPER invited the boy into his car and drove him to a secluded spot where JASPER engaged in sexual acts with him.

JASPER was sentenced to 26 months in jail to be followed by a 10-year long-term supervision order. On January 23rd, 2006, Jasper will complete the prison portion of his sentence and be released. He is expected to take up residence in Winnipeg .

Although Mr. Jasper has participated in sex offender treatment programs in the past and will be under long-term supervision when released from jail, he is still considered a high risk to re-offend. Children - and young boys in particular - are at risk of sexual violence.
