Winnipeg Police Service Media Release
For Immediate Release
Organized Crime Drug Investigation
As a result of an ongoing investigation, members of the Winnipeg Police Service Organized Crime Unit executed a number of Controlled Drug and Substances Act warrants at several city and rural addresses this morning.
The warrants were executed with the assistance of Tactical Support Team and the RCMP. Several persons were arrested and a large quantity of drugs, drug trafficking paraphernalia and cash was seized.
The investigation is continuing at this time. Further details surrounding the investigation, the arrests and seizures will be released on Monday, October 19th.
Strong-arm Robbery Arrest
As previously released, on October 6th, 2009 members of the Winnipeg Police Service responded to a robbery which occurred in the area of the 900 block of Inkster Boulevard.
At approximately 4:00 p.m., an 81 year old female victim reported being confronted while in her front yard by a female asking for money. The suspect was given a small amount of money and subsequently left the area.
A short time later the suspect returned and asked for more money. She was allowed into the victim’s residence to use the bathroom, at which time the suspect grabbed the victim’s purse. A brief struggle occurred, however, the victim was overpowered and the suspect fled with the property.
On October 15th, 2009, a 22 year old female was arrested in connection to the incident. She is facing a charge of robbery and has been released on a Promise to Appear.

Shots Fired
On October 15th, 2009, just prior to midnight, uniformed members responded to the 300 block of Burrows Avenue regarding shots being fired at a residence.
Numerous resources within the Service were dispatched, including members of the Tactical Support Team.
The investigation revealed that there were two adults and three children at home at the time of the incident. No one was injured.
No arrests have been made at this time.
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the incident is asked to contact investigators 986-6219 or CrimeStoppers at 786-TIPS (8477).
Missing Person - Francois Normand LAMBERT
The Winnipeg Police Service is requesting the public’s assistance in locating a 51 year old missing male, Francois (Frank) LAMBERT. LAMBERT was last seen on October 13th, 2009 at approximately 10:00 a.m. in the North End area of city.
LAMBERT has medical conditions requiring immediate attention and investigators are concerned for his well-being.
LAMBERT is described as: Caucasian, 5’8, 195lbs, short white hair, white moustache and brown eyes. LAMBERT was last seen wearing a white sweatshirt and blue jeans.
Anyone with information regarding LAMBERT’S whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.
Missing Person - Jay-Lynn MCIVOR
The Winnipeg Police Service is requesting the public’s assistance in locating a 13 year old missing female, Jay-Lynn MCIVOR. MCIVOR was last seen on October 16th, 2009 in the North End of Winnipeg.
The Winnipeg Police Service considers MCIVOR to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.
MCIVOR is described as Aboriginal in appearance, 5’7” in height, 150lbs, medium build and has long dark hair, with brown eyes.
She is believed to be in the company of 20 year old Steven JACK, an aboriginal male, 5’10” in height, 130lbs, thin build, who currently has an outstanding warrant for his arrest.
Anyone with information regarding MCIVOR’S whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.
