Osborne Village Neighbourhood Plan (#220/06)
Osborne Village is a unique and complex neighbourhood, with a special character of its own. Historic single-family homes and modern bungalows, high-rise apartments, a vibrant commercial main street, office conversions, industry, and strip malls among other uses coexist side-by-side. The evolution of the Village has made this area unique to Winnipeg.
In 1998, community members participated in the creation of the Fort Rouge Neighbourhood Management Plan, a plan that provides broad guidelines for decision-making within the larger Fort Rouge area. That plan identified a number of issues and actions that would require further study. Among the items identified was the absence of a cohesive development plan.
The goal of this process is to provide a framework that will help guide any future development and redevelopment in Osborne Village.Osborne Village Neighbourhood Plan
The Osborne Village Neighbourhood Plan has been completed and is available for review. The Plan and Maps are available below, and will be presented at a community open house for review and comment. The Plan will be revised to reflect feedback from the community, and pictures and graphics will be incorporated into the final draft.

Osborne Village Neighbourhood Plan Community Workshops
Residents and business owners in Osborne Village were invited
Workshop Notice (333kb) to participate in a series of five public workshops that were held throughout Osborne Village in June 2002. Information collected through this process will be used to help define what is important to the Village and help set the stage for the creation of the Development Plan.

Following a brief presentation by planning staff, outlining the structure and purpose of the workshops, participants divided into groups of 5 – 8 people, and with the assistance of a facilitator, participated in discussion around the following development topics:
1. Transportation, Circulation and Access;
2. Land Use and Development; and
3. Character, Heritage and Design
Each group dedicated a half hour to each of the three topic areas. Participants were asked to write down their likes and dislikes, comments and ideas related to each topic area, and pursue group discussion about the issues raised.
