Overview:
The Planning, Property & Development Department (PP&D) is undertaking another major project to improve the development system in Winnipeg – a Comprehensive Review of the Winnipeg Zoning By-law.
This project complements the Permits X-Press Project that is also underway. It is important to review the regulations that guide development decisions in the city at the same time that improvements are being made in customer service and permit processing. This allows the City to approach the improvements in an integrated manner.
The City’s Zoning By-law was reviewed in 1994 when seven by-laws of the former communities were consolidated into one integrated set of rules for the city. At the time, this process was viewed as a first major step in zoning regulation reform. Now is our opportunity to undertake a more comprehensive review of the regulations using the experience and knowledge we have gained from using the by-law over the past 10 years.
This is a significant project for the City and one that promises to have a long-lasting legacy. The by-law must act as an incentive to promote economic development, attract business and industry and facilitate the building of a world-class city. At the same time, it must balance the community’s objectives for promoting quality of life and creating a healthy community.
