What is a delegation?
A delegation is someone who wishes to address Council and Committees of Council with respect to a matter on the agenda for that meeting.
Delegations are usually heard at the beginning of the meeting and are permitted to speak to items on the regular portion of an agenda. If you are interested in appearing before a Committee with respect to a public hearing, please visit the public hearing process page for further information.
The City Clerk’s Department will respond to all requests to appear in delegation.
Appear as a Delegation before Community Committee or Standing Policy Committee
A delegation seeking permission to address a Community Committee or Standing Policy Committee (the matter of which must appear on the agenda for that meeting) must contact the City Clerk’s Department by 4:30 p.m. the day before the meeting. To seek permission, please contact the clerk of the committee by email firstname.lastname@example.org, or contact 311 by phone. Please indicate the Committee name and the matter to which you would like to speak in your request.
Submissions at Community Committee or Standing Policy Committee
If you would like to make a submission for the public record, please submit a copy to email@example.com, or if you prefer to present the document at the meeting, please bring printed copies for all Committee members. The number of copies required will be provided to you by the City Clerk’s department.
- Delegations at Community Committee or Standing Policy Committee meetings are permitted up to 10 minutes to make their presentation.
- All submissions become part of the public record and are published in the Committee Minutes.
Appear as a Delegation before Council
Persons wishing to address Council on a matter appearing on the agenda will be required to submit the request to the City Clerk’s Department no later than 4:30 p.m. the day preceding the meeting. To seek permission, please contact the City Clerk’s Department by email firstname.lastname@example.org, or contact 311 by phone. Please indicate the item to which you would like to speak and whether you are in support or opposition.
Delegate Speakers appearing before Council regarding any one subject are limited to two in favour of the subject and two against. In each case, the first speaker may speak for a maximum of ten minutes; the second speaker may speak for a maximum of five.
Visitors in the gallery must maintain order and decorum and are not permitted to use flash photography, audio visual equipment, display signs or placards, to applaud participants in debate or to engage in conversation or other behaviour which may disrupt any proceedings.
Submissions for the public record are not permitted at Council meetings.
Members of the public wishing to attend a Committee or Council meeting are asked to arrive at least 15 minutes before the meeting and sign in at the security desk on the main floor.
Members of the public may not appear as a delegation on matters being considered at a public hearing or matters that are part of court proceedings the City is involved with. Delegations appearing with regard to an award of a contract can only speak to the criteria of the Invitation to Tender and not any other issue.
