Council Approves Michael Jack as the City of Winnipeg's New Chief Administrative Officer by a Vote of 14-2

Released: 12:07 p.m.

Winnipeg, MB – Today, in a vote of 14-2, Council voted in favour of appointing Michael Jack as the City of Winnipeg’s new Chief Administrative Officer (CAO).

“I’d like to congratulate Michael Jack on his successful appointment as Winnipeg’s next CAO,” said Mayor Brian Bowman. “In his roles as Director of Legal Services and City Solicitor, Chief Operating Officer, Chief Corporate Services Officer and Deputy Chief Administrative Officer, Mr. Jack has built positive, trusting work relationships with members of Council, employees across all civic departments, and with the City’s private and public sector external partners. He is passionate about our city and I’m confident in his ability to lead our public service today and into the future.”

“I’d also like to thank Mike Ruta for the outstanding work he’s done as our Interim CAO, facing a number of challenges over his tenure, including the unprecedented weather event in October 2019, the City’s first ever multi-year balanced budget process, and the global pandemic. Mr. Ruta’s hard work, dedication and financial expertise has been greatly appreciated, and we’re very fortunate to have benefitted from his leadership,” said Mayor Bowman.

The recruitment committee included Mayor Brian Bowman, Councillor Ross Eadie (Mynarski), Councillor Sherri Rollins (Fort Rouge-East Fort Garry) and Councillor Matt Allard (St. Boniface).

In March of 2019, the recruitment committee was formed and tasked with recruiting, and recommending, the City of Winnipeg’s next CAO. EPC is mandated by provincial legislation through The City of Winnipeg Charter to recommend appointments of statutory officers, including the CAO, to Council for their consideration. After today’s vote, Mr. Jack will become CAO effective tomorrow, July 23, 2021.

“Once again, thank you to the external consultants, members of the public service involved in the process and all of the candidates who put their names forward for consideration,” said Mayor Bowman.
