Appear as a Delegation
As a result of measures implemented to protect members of the public and City of Winnipeg employees from the effects of COVID-19, delegations are not permitted to appear in person, but may speak to the Committee via audio or video. Additional instructions will be provided once a delegation has been confirmed.
For those who would like to register as a delegate, they can contact City Clerk’s by email firstname.lastname@example.org or call 204-986-8665, and must register by 4:30 p.m. the day prior to the meeting. Once registered, delegates will be provided with the information required to participate.
Appear as a Delegation before Executive Policy Committee / Standing Policy Committee
A delegation seeking permission to address the Executive Policy Committee or a Standing Policy Committee (the matter of which must appear on the agenda for that meeting) must contact the City Clerk’s Department by 4:30 p.m. the day before the meeting. To seek permission, please contact the clerk of the committee by email email@example.com, or call 204-986-8665. Please indicate the Committee name and the matter to which you would like to speak in your request.
Please note that delegations are permitted up to 10 minutes to make their presentation.
Submissions to Executive Policy Committee / Standing Policy Committee
If you would like to make a submission for the public record, please submit a copy to firstname.lastname@example.org prior to 4:30 the day before the meeting. All submissions become part of the public record and are published in the Committee Minutes. Public documents pertaining to the meetings of Council and its Committees are published on the City Clerk’s Decision Making Information System at www.winnipeg.ca/CLKDMIS.
Appear as a Delegation before Council
Persons wishing to address Council on a matter appearing on the agenda will be required to submit the request to the City Clerk’s Department no later than 4:30 p.m. the day preceding the meeting. To seek permission, please contact the City Clerk’s Department by email email@example.com, or call 204-986-8665. Please indicate the item to which you would like to speak and whether you are in support or opposition.
Delegate Speakers appearing before Council regarding any one subject are limited to two in favour of the subject and two against. In each case, the first speaker may speak for a maximum of ten minutes; the second speaker may speak for a maximum of five.
Submissions for the public record are not permitted at Council meetings.
Members of the public may not speak as a delegation on matters being considered at a public hearing or matters that are part of court proceedings the City is involved with. Delegations speaking to an award of a contract can only speak to the criteria of the Invitation to Tender and not any other issue.
