Winnipeg Fleet Management Agency


Agency services are provided to most City of Winnipeg departments including Community Services, Fire Paramedic Services, Planning, Property and Development, Police Services, Public Works, and Water and Waste, for direct service delivery to the Citizens of Winnipeg. The Agency offers the following services:

Vehicle, equipment and other asset lifecycle cost management

Fleet management services include policy development, fleet consultation, expert advice on vehicle and equipment options, fleet statistics and data analysis.  The Agency uses the Life Cycle Cost Management (LCCM) approach, which includes tracking and analyzing repair and maintenance history, fuel consumption per vehicle and residual values in order to provide the best possible information and recommendations to our customers.

Vehicle and equipment acquisition, leasing and disposal

Fleet acquisition service includes vehicle and equipment replacement planning, specification development, acquisition, inspection of new units, decaling and unit numbering. The Agency also assumes full responsibility for disposing of vehicles and equipment at the end of their life cycle.

Fuel supply and management

The Agency offers three types of fuel at below market prices - unleaded gasoline, clear diesel and marked diesel available at eight fully automated 24/7 locations strategically located throughout the city. Fuel is managed using a charge-back system based on fuel consumption for each individual fleet vehicle.

Vehicle and equipment repair and maintenance

Maintenance and repair service provides for in-shop and field repairs for scheduled, unscheduled and emergency conditions. The Agency uses highly trained mechanics, a network of accredited auto repair shops and an after hours emergency call centre to ensure customers service needs are always met - no matter what the situation.

Vehicle and equipment insurance, licensing and registration

The Agency provides insurance, licensing and registration services to all of its owned vehicles and in addition, the Agency offers these services to other departments and agencies with vehicles not owned by the Agency. The Agency also manages, tracks and processes insurance claims from the time of an accident until the complete repair or replacement of that unit. Upon request, the Agency will also provide accident investigation services.

Vehicle and equipment manufacturing and fabrication

Certified staff conduct all manufacturing and fabrication services, which include machining, welding, carpentry, metal fabrication and structural repair. The machine shop fills the gap when modifications to vehicles and equipment are needed but not available through the original equipment manufacturer. The machine shop has also evolved to produce non-fleet related items for our fleet customers, such as signage, park benches, cages, structures, gates and bollards.

Vehicle and equipment rentals

The Agency will arrange for motor pool rentals on a short-term basis to meet customer requirements that cannot best be achieved through a longer-term agreement. Motor pool rental includes both internal and external rentals and can range from daily rentals to annual rentals.
