City Hall Council Building Renovations Coming to a Conclusion

Released: July 5, 2017 at 2:43 p.m.

Winnipeg, MB - Renovation work on the Council Building at City Hall is coming to a conclusion. Councillors and their staff returned to the building earlier this week, and the Mayor and his staff will be returning to the building by the end of July 2017.

The Council Building is over 50 years old and was designated a heritage building in January of 2015. A Crosier Kilgour report, which was originally completed in 2002 and was updated in 2012, identified a number of concerns in the building which needed to be mitigated.

Among the items that were improved were:

  • Replacement of the roof, as it had reached the end of its useful life, which also helped to improve energy efficiency;
  • Repointing of the tyndall stone to prevent any further water damage and building material/structural erosion;
  • Replacement of select clerestory windows on the second floor, which also helped to improve energy efficiency;
  • Life safety enhancements including asbestos removal, along with fire detection, suppression, and alarm system improvements to meet current fire safety codes; and
  • The addition of a public washroom in the basement that meets the latest City of Winnipeg accessibility guidelines.

The project is also seeking LEED accreditation.

Estimated total cost for the scope of work at the time of project inception was $4.1 million (Class 5 estimate) to $8.2 million. While total project costs for the Council Building redevelopment are still being tallied as all work is not yet complete, associated final total project costs are currently estimated at approximately $5.9 million to $6.125 million.
