Update – Homicide Investigations: Arrest C23-220195 C24-60911

As previously released, on September 10, 2023, at approximately 6:45 p.m., Winnipeg Police Service General Patrol officers and the Tactical Support Team responded to the 200 block of College Avenue for the reports of a male who had been shot.

An adult male was located outside an apartment building suffering from a gunshot wound. He was transported to hospital in critical condition and succumbed to his injuries.

The deceased was identified as Daniel Raymond GARVEY-RODRIQUEZ, 25 years old, of Winnipeg.

In a separate incident, as previously released, on March 18, 2024, at approximately 4:40 p.m., the Winnipeg Police Service responded to a residence in the 1200 block of Selkirk Avenue regarding a deceased male who had been shot.

The deceased was identified as Edgar Allan BEAR, 56 years old, a member of the Peguis First Nation currently residing in Winnipeg. 

Members of the Homicide Unit continued both investigations.

Maxim Dale GARNEAU, 27 years old, was identified as a suspect in both homicides. After consultation with the Manitoba Prosecution Service, two charges of Second Degree Murder were authorized, and Warrants of Arrest were issued. The public was notified, and assistance to locate the suspect was requested.

On April 11, 2024, at approximately 8:20 p.m., officers located GARNEAU within the City of Winnipeg and placed him under arrest on the strength of both warrants. Upon arrest, GARNEAU was found in possession of a loaded rifle concealed in his backpack. He was safely taken into custody, and the weapon/ammunition was seized.

GARNEAU has been charged with the following:

- Second Degree Murder x 2

- Carrying Concealed Weapon Prohibited Device or Ammunition

- Possession of a Weapon

- Possession of a Firearm Knowing its Possession is Unauthorized

- Tampering with Serial Number of a Firearm

- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Probation Order

- Possession of a Loaded Prohibited or Restricted Firearm

He was detained in custody.
