Assault with a Weapon - Arrest: C18-270031

On December 6, 2018, at approximately 11:30 a.m., emergency services personnel responded to a report of an assault at Kelvin High School. Units arrived on scene a short time later and located five students who had been sprayed with bear spray. The victims advised they were involved in a verbal dispute with the suspect when he produced a can of bear spray and sprayed them in their faces. The suspect had since fled, leaving behind the bear spray, which was seized by police.

All victims were treated at the scene by Winnipeg Fire Paramedic Service members.

At approximately 5:00 p.m., the suspect turned himself in to officers at the West District Station. He was arrested for Assault with a Weapon X5 and Posses Weapon. He has been released on a Promise to Appear.


Arson - Arrest: C18-202355

On September 14, 2018, at approximately 11:30 a.m., emergency services personnel responded to a report of a fire in the 100 block Henry Avenue. Officers learned the fire started on the 6th floor and the entire building was evacuated. Five police and cadet units were required to block off streets in the area for fire crews for several hours.

During the incident three people sustained minor injuries including one firefighter.

The investigation revealed that an adult female resident of the building lit paper towels on fire in a washroom on the 6th floor. Due to the damage to the washroom, residents had to be moved while the damage was repaired.

The fire caused approximately $60,000 in damage to the building.

Major Crimes Unit investigators identified a 32-year-old female as a suspect. On December 5, 2018, she was located and arrested for Arson with Disregard for Human Life and Arson Cause Damage to Property. She was released on a Promise to Appear.


Drug - Arrest: C18-269710

On December 6, 2018, shortly after midnight, West District Community Support officers observed a vehicle driving in a questionable manner in the area of Portage Avenue and Mount Royal Road.

Officers began to follow the vehicle and witnessed a bag being thrown from the vehicle by the lone male driver. Officers conducted a traffic stop and retrieved the bag. The bag was found to contain approximately 49 grams of methamphetamine which has a street value of approximately $7575.00.

Bryden Stewart MACDOUGALL, a 38-year-male of Winnipeg has been charged with:

  • Possession of Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Drive Without a Licence or With Invalid Licence
  • Fail to Signal a Turn

An outstanding warrant for Fail to Appear was also executed.

He has been detained at the Winnipeg Remand Centre.


Robbery - Arrest: R18-67759

On December 6, 2018, investigators from the Major Crimes Unit identified and arrested an adult female for several assaults.

On October 10, 2018, at approximately 4:00 p.m., a 54-year-old female was at a bus stop in the area of Vaughn Street and St Mary Avenue when she was approached by the suspect who began screaming at her. The suspect then kicked and punched the victim several times before taking her prescription glasses and fleeing the area.

On the same date at approximately 7:17 p.m., an 18-year-old female was crossing at Portage Avenue and Vaughn Street when the suspect began to follow her. The suspect then slapped the victim twice and stole her phone, wallet, identification and personal papers before boarding a transit bus.

At approximately 7:45 p.m., while the suspect was on a transit bus in the area of Panet Road and Keenleyside Street she began harassing passengers. The suspect was asked to leave the bus by the driver. The suspect shoved the bus driver, spit in her face and exited the bus.

On December 6, 2018, Julianna Angelina Marie NORMAND, a 26-year old female has been charged with:

  • Robbery X2
  • Assault

She remained in custody.
