Sexual Assault - Investigation: C18-271329

Members of the Sex Crimes Unit are investigating a report of a sexual assault that is believed to have occurred on December 7, 2018, at approximately 10:30 p.m. in the River Avenue and Osborne Street area.

An 18-year-old female reported that she had been walking in the area when she was approached by a male suspect who grabbed her around the arm. The male then firmly escorted her to an area between Pulford Street and Bole Street (north of Stradbrook Avenue) where she was sexually assaulted.

The victim was later transported to hospital for treatment.

The suspect is described as a Caucasian male in appearance, in his early to mid 20’s, approximately 5’11” tall with a medium build and short dark hair. He was wearing a dark jacket and dark pants.

This investigation is continuing by members of the Sex Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).

Homicide – Arrest: C18-270356

On December 6, 2018, at approximately 6:30 p.m., emergency personnel responded to a report of a stabbing at a residence in the first 100 block of Tyndall Avenue.

Upon arrival, an injured female was located suffering from severe injuries to her upper body. She was transported to hospital where she was later pronounced deceased. A female suspect was taken into custody at a nearby residence.

The deceased victim has been identified as Lisa Marie Kubica, a 38-year-old female of Winnipeg.

Members of the Major Crimes Unit continued with the investigation and believe that the suspect had attended the residence on Tyndall Avenue while armed with a weapon to confront the victim over past issues at which time the victim was seriously assaulted.

Phyllis Dawn Pascal, a 45-year-old female of Winnipeg, has been charged with:

- Second Degree Murder

She was detained in custody.

Weapons – Arrest: C18-271124

During the evening of December 7, 2018, an East District General Patrol unit, with the assistance of the East District Community Support Unit, was patrolling the 1200 block of St. Mary’s Road in response to stolen bicycles that had been observed in the area.

At approximately 6:30 p.m., the General Patrol unit observed a suspicious male on a bicycle that was believed to have been stolen. The male was taken into custody and a handgun containing 8 rounds of .22 calibre rounds of ammunition was discovered on him. The bicycle was found to have been stolen from a school in the 1000 block of St. Anne’s Road on October 3, 2018.

Members of the Major Crimes Unit continued with the investigation and believe the suspect was involved in an incident at a residence in the Lord Roberts area on November 7, 2018, where he assaulted two females and pointed the firearm at them. He also pointed the firearm at a male during the incident and later fled.

Bradley Kenneth Jones, a 29-year-old male of Winnipeg, has been charged with:

- Assault with a Weapon
- Assault
- Pointing a Firearm (x3)
- Carrying Concealed Weapon (x2)
- Possession of a Loaded Restricted Firearm (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Firearm or Ammunition Contrary to Prohibition Order (x12)
- Mischief Under $5,000/Obstruct in Enjoyment
- Possession of Property Obtained by Crime Under $5000

He was detained in custody.
