Firearm Incident – Public Assistance Requested: C18-271667

The Winnipeg Police Service’s Major Crimes Unit continues to request the public’s assistance with locating Roy Christopher Brandson, a 36-year-old male of Winnipeg.

Brandson is described as a Caucasian male in appearance, approximately 5’10” in height, 160 lbs in weight with a medium build, brown hair and brown eyes. He may be in possession of a white 2002 Ford F250 extended-cab truck with a licence plate of FSY839.

Investigators believe Brandson was involved in a violent incident on December 8, 2018, in the 3000 block of Sinclair Street where he forced entry into a residence and a firearm was pointed at two adult females. Both victims were threatened before Brandson fled.

A warrant for Brandon’s arrest has been issued for the following offences:

- Break Enter & Theft - Dwelling House
- Uttering Threats - Cause Death or Bodily Harm (x2)
- Pointing a Firearm (x2)
- Unauthorized Possession of a Firearm
- Use of Firearm During Commission of an Indictable Offence
- Careless Use of Firearm
- Possession of a Weapon
- Unauthorized Possession of a Firearm in Motor Vehicle


Investigators have since obtained a second warrant for Brandon’s arrest for the following offences:

- Assault (x2)
- Sexual Assault
- Forcible Confinement (x2)
- Overcome Resistance by Attempting to Choke, Suffocate or Strangle Another Person
- Uttering Threats - Cause Death or Bodily Harm
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Unauthorized Possession of a Firearm
- Unauthorized Possession of a Firearm in Motor Vehicle
- Fail to Comply with Conditions of Undertaking Given by Officer in Charge (x2)

The new charges relate to a number of incidents that occurred between June 1, 2018, and September 30, 2018, with one of the adult females.

It is believed that Brandson is in the Lundar or Eriksdale areas and may be armed with a firearm. Members of the RCMP have been notified and are assisting Major Crime Unit investigators.

The public is cautioned not to approach Brandson. Anyone with information regarding his whereabouts is asked to call 911. Additional information that may assist investigators can be relayed to Major Crime Unit investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).


Homicide – Investigation: C18-279036

On December 17, 2018, at approximately 2:40 p.m., Winnipeg Police responded to a check the wellbeing call in the 600 block of McGee Street. Officer's located an unconscious adult male. The male was transported to hospital in critical condition. He has since been pronounced deceased.

The death is considered a homicide and officers continue to investigate.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).


Firearms/Drug Offences – Arrests: C18-278544

On December 17, 2018, at approximately 1:40 a.m., a Central District General Patrol observed a vehicle travelling on Maryland Street near Portage Avenue. The vehicle failed to signal and a traffic stop was conducted on Portage Avenue at Langside Street.

As officers approached the vehicle, the barrel of an improvised firing device (“zip gun”) was observed inside next to the centre console and at the legs of the front passenger. A sword was also observed on the floor next to the rear passenger seat. The three occupants were placed under arrest.

The driver was found to have a suspended licence. A search of one of the passengers resulted in the seizure of 5.2 grams of methamphetamine (estimated street value of $650) and approximately $265 in Canadian currency.

Katherine Lee Marie Plesier, a 34-year-old female of Winnipeg, has been charged with:

- Possession of a Weapon (x2)
- Possession of Firearm Contrary to Prohibition Order
- Possession of a Firearm Knowing its Possession is Unauthorized
- Unauthorized Possession of a Firearm in Motor Vehicle
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Fail to Comply Condition Recognizance by Judge/Justice (x2)
- Drive while disqualified (Highway Traffic Act)
- Drive without holding a valid driver's licence (Highway Traffic Act)

Joseph Daniel Degrace, a 51-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon (x2)
- Possession of Firearm Contrary to Prohibition Order (x5)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Unauthorized Possession of a Firearm in Motor Vehicle
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Under $5000

Jeremy Andrew Wales, a 28-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon (x2)
- Unauthorized Possession of a Firearm
- Unauthorized Possession of a Firearm in Motor Vehicle
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition

They were detained in custody.
