Commercial Break & Enters – Arrest: C18-199463

On July 3, 2018, at approximately 11:35 p.m., a male suspect attended to a business in the 1200 block of Pembina Highway and attempted to cover his face with clothing. The male then broke a glass door, entered the business and stole a cash float before fleeing.

On September 1, 2018, at approximately 12:30 a.m., a male suspect attended to a business in the 1600 block of Grant Avenue and covered his face with a mask. The male then broke a glass door, entered the business and stole a cash float before fleeing.

On September 10, 2018, at approximately 11:50 p.m., a male suspect attended a business in the 100 block of McPhillips Street. The male then unscrewed a light bulb, broke a glass door and entered the business. He was unsuccessful in attacking a safe, however, stole property and a cash float before fleeing.

Members of the Forensic Services Unit attended all three incidents and recovered forensic evidence at the Grant Avenue and McPhillips Street break-ins. With the assistance of the RCMP’s National Forensic Laboratory Services, a suspect was identified.

The Major Crimes Unit continued with the investigation and during the morning of December 18, 2018, a male was placed under arrest at an apartment suite in the first 100 block of Carlton Street.

Toby Lee Vincent Mason, a 38-year-old male of Winnipeg, has been charged with:

- Break Enter & Theft – Place (x3)
- Disguise with Intent (x2)
- Fail to Comply Condition Recognizance by Judge/Justice

He was detained in custody.


Property Crimes Investigation – Arrests: R18-86198

Officers from the West District Community Support Unit, aided by General Patrol units have been investigating a series of property crimes occurring in the River Heights area dating back to August. On December 18, 2018, police arrested 2 adult males in relation to these offences. The accused have been identified as:
 - Jacob Alexander BARSALOU, 23
 - Nathaniel Leigh CHEPESKY, 25

Both accused are from Winnipeg and have been charged with the following offences:
 - Possession of a Weapon
 - Theft Under $5,000
 -  Possess Property Obtained by Crime x 12

The accused have been detained in custody and are facing charges in relation to the following incidents:

 - August 14 a mailbox was broken into in the 2000 block of Corydon Ave.
- November 14 a garage was broken into located in the 600 block of Ash St.
- November 15 a storage trailer was broken into located in the 200 block of Lindsay St.
- Between November 6 & 18 a shed located in the 100 block of Borebank St. was broken into.
- November 30 a package delivered to an address located in the 300 block of Lockwood St. was stolen
- December 1 mail was stolen from a residence in the 200 block of Waverley St.
- December 4 mail was stolen from a residence in the 700 block of Mulvey Ave.
- December 5 a garage located in the 100 block of Brock St. was broken into.
- December 10 a construction site located in the 400 block of Academy Rd. was broken into.
- December 13 a construction site located in the 200 block of Niagra St. was broken into.
- December 14 attempts were made to sell stolen property from these incidents. Police were contacted and serial numbers from the property were matched.
- December 15 a garage located in the 600 block of Academy Rd. was broken into.
- December 18 both accused were arrested while attempting to steal a package delivered to a residence in the first 100 block of Wilton Ave.


Homicide – Public Assistance Requested: C18-279036

On December 17, 2018, at approximately 2:40 p.m., Winnipeg Police responded to a check the wellbeing call in the 600 block of McGee Street. Officer's located an unconscious adult male who had been stabbed. The male was transported to hospital in critical condition. He was later pronounced deceased as a result of his injuries. 

The Winnipeg Police Homicide Unit requests the public's assistance in locating the suspect in this investigation. A warrant of arrest for 2nd Degree Murder has been issued for Kane Ashley Antonio MOAR, 21-years.

MOAR is approximately 6'0" (183 cm) in height and 190lbs (86 kg). 

MOAR may be armed with a weapon and should not be approached under any circumstances.  Anyone with information regarding his whereabouts is asked to call investigators at (204)986-6508, 911, or Crime Stoppers at 204-786-TIPS (8477).
