Firearm/Drug Offences - Arrest: C18-283206

On December 22, 2018, at approximately 10:35 a.m., members of the Winnipeg Police Service responded to a report of a male armed with a firearm in the 500 block of Dufferin Avenue.

Upon arrival, a male and female fled northbound on foot. Officers caught up to the pair in a yard in the 500 block of Stella Avenue where the male was uncooperative and began to pace back and forth. Officers attempted to take the male into custody, however the female obstructed police by yelling and placing herself in between an officer and the male. The male then pulled away from an officer and continued to run. The female was taken into custody.

During the ensuing foot chase, the male ran through a restaurant in the 500 block of Selkirk Avenue. The male was taken into custody behind the restaurant and a search of him of resulted in the seizure of:

- 3 .38 calibre rounds of ammunition
- 13.7 grams of methamphetamine split between 4 bags (estimated street value of $1,200)
- A digital scale
- A mobile phone
- Approximately $115 in cash

An additional 3.3 grams of methamphetamine in a bag (estimated street value of $400) was located inside the restaurant where the male had run. A K9 Unit was deployed to search for additional evidence that had been discarded by the male during the foot pursuit and a loaded .38 calibre handgun (containing 6 rounds of ammunition) was located.

The firearm had been reported stolen during a break and enter in Carnduff, Saskatchewan in late November 2018.

Bjarne Joseph Lee Roussin, a 39-year-old male of Winnipeg, has been charged with:

- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
- Resist Peace Officer
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Under $5000

Pearl Ophelia Smith, a 33-year-old female of Winnipeg, has been charged with:

- Obstruct Peace Officer

They were detained in custody.
