Homicide Investigation – Update: C18-284981

On December 25, 2018, at approximately 7:15 a.m., emergency personnel responded to the 400 block of Victor Street for the report of an injured male.

Upon arrival, an adult male was located. He was transported to hospital in critical condition where he was pronounced deceased. The deceased victim has since been identified as Tyler Evan Smoke, a 26-year-old male of Winnipeg.

The Winnipeg Police Service is asking the public for their help with determining Tyler’s whereabouts prior to his homicide on Christmas Day. Anyone who had recent contact with Tyler, or can provide information regarding his recent activities, is asked to contact Homicide Unit investigators at 204-986-6508.

We also ask anyone that has information on the homicide or video surveillance in the area of the 400 block of Victor Street to contact the Homicide Unit at 204-986-6508. Information can also be provided anonymously to Crime Stoppers at 204-786-TIPS (8477).


Homicide Investigation – Public Assistance Requested: C18-279036

On December 17, 2018, at approximately 2:40 p.m., emergency personnel responded to a check the wellbeing call in the 600 block of McGee Street.

Upon arrival, an adult male was located with stab wound injuries. He was transported to hospital in critical condition where he was pronounced deceased. The deceased victim has since been identified as Ricardo Junior Hibi, a 34-year-old male of Winnipeg.

On December 19, 2018, the Winnipeg Police Service issued an advisory asking the public for their help with locating the suspect in this matter, Kane Ashley Antonio Moar, a 21-year-old male of Winnipeg. A Canada-wide warrant for his arrest has been issued for Second Degree Murder.

We continue to ask the public for their help with locating Moar. He is described as an Indigenous male in appearance, approximately 6’0” in height and weighing 190 lbs with a medium build, black hair and brown eyes. Moar is believed to have a “TRZ” tattoo on his right hand and the tattoo of a cross on his left thumb.

Moar is also the subject of two Canada-wide arrest warrants for being unlawfully at large and suspension of his statutory release.

It is believed that Moar may still be armed with a weapon and should not be approached under any circumstances. Anyone with information regarding his whereabouts is asked to call 911. Additional information that may assist investigators can be relayed to Homicide Unit investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).


Weapons — Arrests: C18-285978

On December 26, 2018, at approximately 11:10 p.m., North District general patrol members observed a stolen vehicle operating in the area of Selkirk Avenue and Salter Street. The vehicle pulled into a gas station parking lot and upon seeing police, the female driver and male passenger fled on foot. Both were quickly taken into custody after a short foot pursuit. The male was later found to be in possession of approximatetly 4.6 grams of Methamphetamine.

Upon searching the vehicle, an improvised firing device, a rifle, ammunition and approximately 1.9 grams of Methamphetamine were located and seized.

The recovered vehicle had been stolen on December 25, 2018, from the 900 block of Ashburn Street.

Lee Edward Douglas PASHE, a 31-year-old male of Long Plain, Manitoba has been charged with:

  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possess Weapon X3
  • Possess Firearm Knowing its Possession is Unauthorized X2
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Possession of Prohibited or Restricted Firearm with Ammunition
  • Possess Firearm, Restricted/Prohibited Weapon, or Ammunition Contrary to Prohibition Order x6
  • Possession of Methamphetamine
  • Fail to Comply with Recognizance X6
  • Possession of Property  Obtained by Crime Under $5000
  • Fail to Comply with Probation Order

Jessica Rose MUNROE, a 24-year-old female of Winnipeg has been charged with:

  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possess Weapon X2
  • Unauthorized Possession of a Firearm X2
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Possession of Property  Obtained by Crime Under $5000
  • Fail to Comply with Recognizance
  • Possession of Prohibited or Restricted Firearm with Ammunition
  • Possession of Methamphetamine
  • Fail to Comply with Probation Order

In addition, three outstanding warrants for Fail to Attend Court X2 and Fail to Comply with Probation Order were executed.

Both persons have been detained in custody at the Winnipeg Remand Centre.


Weapons — Arrests: C18-286058

On December 27, 2018 at 1:45 a.m., North District general patrol officers observed a suspicious vehicle driving in the area of Manitoba Avenue and Andrews Street. The vehicle was registered to a female not residing in Winnipeg and was being operated by a male. The vehicle parked on the street in the 500 block of Manitoba Avenue. As officers turned their car around to check the vehicle, the male driver fled on foot.

Officers located three additional people inside the vehicle who refused to cooperate with police and were placed under arrest.

Upon searching the vehicle officers located a BB gun under the driver's side seat.

Tactical Support Unit members and a K9 unit attended. A search was conducted and the driver was located hiding the basement of a home in the 500 block of Manitoba.

The owner of the vehicle later advised that she loaned her vehicle to one of the occupants.

Jesse Troy John LAFRENIERE, a 33-year-old of Winnipeg has been charged with:

  • Possess Weapon
  • Fail to Comply with Probation Order X2
  • Fail to Comply Condition Recognizance

He has been detained. All passengers were released from custody without charges.


Weapons — Arrests: C18-285605

On December 26, 2018, at approximately 11:30 a.m., Tactical Support Team members observed a stolen vehicle operating in the area of Main Street and Sutherland Avenue. Officer's followed the vehicle and conducted a traffic stop in the 200 block of Austin Street North. Three people were located in the vehicle and placed under arrest.

Upon searching the vehicle, an improvised firing device was located under the front seat and a backpack containing pepper spray and two addition improvised firing devices was also located and seized.

The vehicle had been reported stolen from the 200 block of Toronto Street earlier in the day.

Justin Karl MELQUIST, a 26-year-old male of Winnipeg has been charged with:

  • Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possession of Property  Obtained by Crime Under $5000
  • Possess Weapon
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Unauthorized Possession of a Firearm

Ileana Elizabeth Jewell BAPTISTE, a 21-year-old female of Winnipeg has been charged with:

  • Theft of Motor Vehicle
  • Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possess Weapon
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Unauthorized Possession of a Firearm
  • Unauthorized Possession of a Prohibited or Restricted Weapon

In addition, two warrants for Fail to Appear and Possess Property Obtained by Crime were executed.

Charles Corey CHAMAKESE, a 20-year-old male of Winnipeg has been charged with:

  • Possess Firearm Knowing its Possession is Unauthorized X2
  • Fail to Comply with Recognizance X5
  • Possession of Property  Obtained by Crime Under $5000
  • Possess of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
  • Transport Firearm or Restricted Weapon Contrary to Regulations
  • Possess Weapon
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Drive Suspended/While Disqualified

All three have been detained in custody at the Winnipeg Remand Centre.
