Drugs – Arrests: C19-53142

On March 12, 2019, officers from the East District Community Support Unit were doing targeted patrols in the Elmwood area when they observed a sedan without plates travelling on Henderson Hwy.

A traffic stop was initiated at which time officers observed a can of pepper spray in the vehicle. The female driver and a male passenger were detained and a further search of the vehicle revealed methamphetamine with an estimated street value of $600, fentanyl with an estimated street value of $3,000, a small quantity of cannabis, $4,185 in currency, packaging material, scale and other weapons.

The 32-year-old female and the 35-year-old male passenger were both released on a Promise to Appear as required by the Criminal Code of Canada.

Charges included:

  • Unauthorized Possession of a Prohibited or Restricted Weapon
  • Possession of a Weapon
  • Possession of Scheduled Substance for the Purpose of Trafficking
  • Possession Proceeds of Crime under $5,000

Weapons – Arrests: C19-52867

On March 11, 2019, at approximately 11:10 p.m., General Patrol officers from the North District conducted a traffic stop on an SUV in the area of Arlington St. and Selkirk Ave. Officers observed a large hunting knife in plain view within the rear of the vehicle. The adult female driver and 2 adult male passengers were arrested and a thorough search of the vehicle undertaken.

In addition to the hunting knife, officers located a loaded, 12 gauge sawed-off shotgun, a large quantity of ammunition, a hatchet, brass knuckles, a prohibited folding knife.

Joshua Ryan DUPRAT, 35, has been charged with:

  • Possess Prohibited/Restricted Firearm
  • Unauthorized Possession of a Firearm in a Motor Vehicle
  • Possess Weapon x 6
  • Possess Prohibited/Restricted Weapon
  • Transport Firearm Contrary to Regulations
  • Possess Firearm Without Authorization x 2
  • Possess Firearm Contrary to Court Order x 5
  • Fail to Comply with Probation x 6

DUPRAT was detained in custody.

Richard Alexander TRAVERSE, 26, has been charged with:

  • Possess Prohibited/Restricted Firearm
  • Unauthorized Possession of a Firearm in a Motor Vehicle
  • Unauthorized Possession of a Firearm
  • Possess Prohibited/Restricted Firearm with Ammunition
  • Possess Weapon x 6
  • Transport Firearm Contrary to Regulations

TRAVERSE was detained in custody.

A 29-year-old female was charged with 13 firearm and weapons-related offences. She was released on a Promise to Appear as required by the Criminal Code of Canada.


Assault – Arrest: C19-54353

On March 13, 2019, at approximately 7:20 p.m., Winnipeg Police Central District General Patrol Officers responded to a report of an assault in progress at the bus shelter located at the intersection of Graham Ave. and Fort St.

Responding officers arrested a 56-year-old male at the scene who had attacked 2 adult females at this location (one was punched, one was shoved). Neither victim required medical attention. 2 Winnipeg Transit Supervisors were close by and intervened in the assault. Both male supervisors were also assaulted and threatened by the accused. Neither supervisor required medical attention.

Glen Roger ASSELIN, 56, has been charged with Assault x 4, Utter Threats, and Possess Weapon for Dangerous Purpose. He was detained in custody.
