Fatal Motor Vehicle Collision – Investigation: C19-105585

On May 14, 2019, at approximately 12:20 a.m., an East District Community Support unit happened upon a serious collision involving a vehicle and two pedestrians at the intersection of Panet Road and Regent Avenue West/Nairn Avenue.

Officers attended to the pedestrians who were suffering from significant injuries and began providing medical treatment. Both individuals, an adult male and an adult female, were transported to hospital in critical condition and have been pronounced deceased. Efforts are currently underway to notify next of kin.

The driver of the vehicle remained on scene and met with officers.

It is believed that the vehicle had been travelling westbound on Regent Avenue West at which time the pedestrians crossed southbound at Panet Road and were struck.

This investigation is continuing by members of the Traffic Division. Investigators are looking for possible witnesses to this collision. Anyone with information that may assist investigators is asked to call 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).


Robbery – Public Assistance Requested: C19-61185

On March 22, 2019, at approximately 10:15 a.m., a 54-year-old male exited a transit bus in the area of Main Street and Jefferson Avenue at which time he was robbed of his wallet by three males. The victim was not injured.

A short time later, the victim’s bank card was used at a number of nearby businesses.

Members of the Major Crimes Unit have continued with the investigation and are requesting the public’s assistance with identifying two suspects that were captured on video surveillance.

Drug Offences – Arrest & Public Assistance Requested: C19-76515

During the evening of April 11, 2019, members of the Guns & Gangs Unit executed a Controlled Drugs and Substances Act at a residence in the Riverbend neighbourhood.

The investigation has led to the seizure of many items from within the residence including the following:

- Approximately 1 kilogram of cocaine (estimated street value of $60,000)
- Approximately 9 pounds of a substance believed to be a cutting agent
- Approximately 6.5 ounces of marijuana (estimated street value of $1,560)
- Approximately 28 grams of suspected heroin (estimated street value of $5,000)
- Approximately $114,000 in Canadian currency
- Multiple high-end pieces of jewellery (estimated value over $50,000)
- Packaging materials
- A vacuum sealer
- A money counter
- Scales

During the afternoon of May 9, 2019, a 35-year-old male of Winnipeg attended to the Winnipeg Police Service HQ and turned himself in. He has been arrested for:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Heroin
- Possession of Proceeds of Property Obtained by Crime Over $5,000
- Possession for the Purpose of Distributing Cannabis (Cannabis Act)

The male was released on a Promise to Appear.

The Guns & Gangs Unit is now requesting the public’s assistance with locating Richard Brass, a 33-year-old male of Burnaby, British Columbia.

He is described as Indigenous in appearance, 5’8” tall and weighs approximately 200 pounds with brown eyes and brown hair. He may have a tattoo of a dragon on his chest and a grim reaper & woman on his left upper arm.

A warrant for the arrest of Brass has been issued for the following offences:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Heroin
- Possession of Proceeds of Property Obtained by Crime Over $5,000
- Possession for the Purpose of Distributing Cannabis (Cannabis Act)
