Homicide – Investigation: C19-198507

On August 24, 2019, at approximately 1:40 a.m., emergency personnel responded to an apartment building in the 400 block of Elgin Avenue for a report of an unresponsive male inside a suite.

Upon arrival, an injured adult male was located deceased.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).


Firearms – Investigation/Arrests: C19-197670

On August 23, 2019, at approximately 2:55 a.m., members of the Winnipeg Police Service responded to a report of shots that had been heard from the 400 block of Victor Street.

Soon after, Central District General Patrol officers located a vehicle in the 400 block of McGee Street and placed the four occupants under arrest. A search of the vehicle resulted in the seizure of two firearms:

- A loaded sawed-off .22 calibre rifle
- A sawed-off 12 gauge shotgun

One suspect, a youth male, was found to be in possession of a knife, 3.4 grams of crack cocaine and $450.

Officers also located a nearby residence in the 400 block of McGee with exterior damage consistent with multiple firearm discharges. No one was found inside the house.

Members of the Major Crimes Unit continued with the investigation and believe that at least one of the arrested individuals had been inside the residence at the time of the incident. It is also believed that the seized firearms do not match ballistic evidence recovered at the scene.

Christopher Jesse Dean Greene, a 37-year-old male of Winnipeg, has been charged with:

- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x2)
- Possession of a Weapon (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x6)
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Fail to Comply Condition Recognizance by Judge/Justice (x4)

Austin Mark Chief, a 21-year-old male of Winnipeg, has been charged with:

- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x2)
- Possession of a Weapon (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)

A 17-year-old male of Winnipeg has been charged with:

- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x2)
- Possession of a Weapon (x2)
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm (x2)
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Fail to Comply with Conditions of Undertaking Given by Officer in Charge (x3)

A 16-year-old male of Winnipeg has been charged with:

- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x2)
- Possession of a Weapon (x3)
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm (x2)
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of Proceeds of Property Obtained by Crime Under $5000 (x2)
- Fail to Comply with Conditions of Undertaking Given by Officer in Charge (x3)

They were detained in custody.

Firearms – Arrest: C19-198717

On August 24, 2019, at approximately 10:30 a.m., a Central District Community Support unit was patrolling the area of Cumberland Avenue and Spence Street when they observed a group of males in front of a residence with several gang-related graffiti tags on and near it.

As they passed by the group, the officers observed a stock of a firearm protruding from a backpack worn by one of the males. The police unit stopped, and the group of males immediately fled on foot in different directions.

The officers gave chase to the male with the backpack and took him into custody as he attempted to run inside the residence. A search of the backpack resulted in the seizure of:

- A loaded .38 calibre revolver
- A sawed-off 22 calibre rifle
- An airsoft pellet gun

An additional round of .22 calibre ammunition was also found on the male.

Ryan Matthew Boulanger, a 31-year-old male of Winnipeg, has been charged with:

- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3)

He was detained in custody.


Robbery/Firearm – Arrests: C19-195693

On August 20, 2019, at approximately 8:45 p.m., members of the Winnipeg Police Service responded to a suite in an apartment building in the 100 block of Cathedral Avenue for a report of two males armed with firearms. One of the males had pointed a firearm at a person that was known to them, and the other male armed himself with a second firearm. The occupants of the suite fled and the two males stole property before fleeing.

On August 21, 2019, at approximately 1:00 a.m., members of the Winnipeg Police Service responded to the 300 block of Blake Street for a report of a pizza delivery driver that had been robbed by two males – one of which armed with bear spray. The males fled before police arrival.

Members of the Major Crimes Unit continued with both investigations.

During the evening of August 23, 2019, Major Crimes Unit investigators executed a search warrant at a suite in a residential building in the 300 block of Blake Street with the assistance of the Tactical Support Team.

Two males were taken into custody, and a search of the suite resulted in the seizure of:

- A sawed-off .22 calibre rifle.

Jordan Daniel Baker, an 18-year-old male of Winnipeg, has been charged with:

- Armed Robbery using a Restricted Firearm or Prohibited Firearm
- Pointing a Firearm
- Possession of a Weapon (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
- Fail to Comply Condition Recognizance by Judge/Justice (x11)

Peter Lee Bird, a 19-year-old male of Winnipeg, has been charged with:

- Armed Robbery using a Restricted Firearm or Prohibited Firearm
- Robbery
- Possession of a Weapon
- Unauthorized Possession of a Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations

They were detained in custody.
