Homicide – Arrest: C19-196999

On August 22, 2019, at approximately 9:30 a.m., emergency personnel responded to a residence in 800 block of Pritchard Avenue for a report of an unresponsive male.

Upon arrival, officers located an injured male that had been shot. The male was transported to hospital in critical condition and was pronounced deceased soon after. The victim has since been identified as Kyle Allan Malanchuk, a 26-year-old male of Winnipeg.

Members of the Homicide Unit continued with the investigation and obtained a Canada-wide warrant for the arrest of Bradley Shawn Thomas, a 24-year-old male of Winnipeg, for charges of:

- Second Degree Murder
- Discharge a Restricted Firearm or a Prohibited Firearm with Intent
- Possession of a Weapon
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of Firearm Contrary to Prohibition Order (x3)

On August 30, 2019, at approximately 11:30 a.m., Thomas was taken into custody in the area of Salter Street and Alfred Avenue.

The Winnipeg Police Service wishes to thank the public for their assistance.

It is believed that Thomas and Malanchuk had been socializing with partygoers at the residence in the 800 block of Pritchard at which time a firearm was discharged near Malanchuk’s upper-body causing a fatal injury.


Homicide – Arrests: C19-198507

On August 24, 2019, at approximately 1:40 a.m., emergency personnel responded to an apartment building in the 400 block of Elgin Avenue for a report of an unresponsive male inside a suite.

Upon arrival, an injured male was located deceased. The victim has since been identified as John Graham Buesnel, a 64-year-old male of Winnipeg.

Members of the Homicide Unit continued with the investigation.

On August 29, 2019, at approximately 4:20 p.m., a female was taken into custody in the 300 block of Aikins Street. Taylor Lapierre, a 24-year-old female of Winnipeg, has been charged with:

- Manslaughter
- Fail to Comply Condition Recognizance by Judge/Justice

On August 30, 2019, Homicide Unit investigators obtained a Canada-wide warrant for the arrest of Shyla Lee Walker, a 31-year-old female of Winnipeg, for charges of:

- Manslaughter

On August 31, 2019, at approximately 6:15 a.m., Walker turned herself in at the Winnipeg Police Service HQ building and was taken into custody.

The Winnipeg Police Service wishes to thank the public for their assistance.

It is believed that Lapierre and Walker, who are sisters, knew Buesnel as an acquaintance and were socializing with him before the homicide.


Robbery – Arrests: C19-205227

On September 1, 2019, at approximately 9:30 a.m., two adult male victims were asleep inside their room at a motor hotel in the 3300 block of Portage Avenue when a female suspect knocked at the door and was let in. Three other suspects, including two males armed with a firearm and two machetes, entered the room as well.

The firearm was pointed at the victims while the suspects stole property from the room. Both victims were subsequently assaulted and suffered minor injuries. The four suspects then fled the hotel in a stolen vehicle and took gas from a gas station in the 1000 block of Keewatin Street.

At approximately 10:30 a.m., members of the Winnipeg Police Service observed the stolen vehicle park in the area of Aikins Street and Burrows Avenue. Two female suspects were taken into custody in the 300 block of Burrows Avenue. A sawed-off .22 calibre rifle was seized.

Two male suspects fled on foot and were apprehended a short distance away. Five grams of methamphetamine, .22 calibre ammunition and a knife were seized from them. Officers also recovered a small amount of property that had been stolen from the hotel room.

Members of the Major Crimes Unit continued with the investigation.

A search of the stolen vehicle resulted in the recovery of property that had been taken from a vehicle in the Heritage Park area overnight between August 29 and August 30, 2019. It is believed that the stolen vehicle had been taken from the Fort Richmond area on August 30.

Tyrell George Dumas, a 22-year-old male of Winnipeg, has been charged with:

- Armed Robbery using a Firearm (x2)
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Theft Under $5000
- Theft of Motor Vehicle
- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Disguise with Intent
- Possession of Scheduled Substance – Methamphetamine
- Possession of Scheduled Substance – Cocaine

Blaine Thadeus Harper, a 22-year-old male of Winnipeg, has been charged with:

- Armed Robbery using a Firearm (x2)
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Theft Under $5000
- Pointing a Firearm (x2)
- Unauthorized Possession of a Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Poss of a Firearm in Motor Vehicle
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
- Fail to Comply with Probation Order (x2)

Hailey Vanessa Lynn Regent, a 21-year-old female of Winnipeg, has been charged with:

- Armed Robbery using a Firearm (x2)
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Theft Under $5000

Kayla Marie Ednie, a 23-year-old female of Winnipeg, has been charged with:

- Armed Robbery using a Firearm (x2)
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Theft Under $5000

They were detained in custody.


Break & Enter – Arrest: C19-203720

On August 30, 2019, at approximately 3:35 p.m., General Patrol members responded to a residence in the 500 block of Manitoba Avenue for a report of an unclothed female who had broken into a suite and was refusing to leave. The female armed herself with a hatchet and swung it at a resident, but missed and was pushed into a front vestibule area where she began to damage the residence.

As officers arrived and attempted to resolve the situation safely, an agitated male wandered into the area and began to yell at officers. The male was repeatedly told to leave, to which he would for brief periods, but would return and attempt to obstruct officers from doing their jobs.

The male eventually started to advance on officers in a hostile manner, which forced them to divert their attention away from the armed and barricaded incident. The male was arrested and taken into custody. Officers do not believe the male knew the female.

At approximately 4:20 p.m., a conducted electrical weapon (“Taser”) was used to safely take the female into custody. It was later discovered that she had also broken into a second suite in the same building.

Gwen Erika Chartrand, a 29-year-old female of Winnipeg, has been charged with:

- Break Enter & Commit - Dwelling House (x2)
- Assault with a Weapon
- Possession of a Weapon

Craig Koch, a 30-year-old male of Winnipeg, has been charged with:

- Obstruct Peace Officer
- Causing a Disturbance

They were detained in custody.


Assault Peace Officer – Arrest: C19-204177

On August 31, 2019, at approximately 1:30 a.m., a General Patrol unit responded to a fight involving a male and female at a gathering in the 200 block of Chestnut Street.

As officers attempted to diffuse the situation, the female soaked an officer with beer and struck him in the face with a bottle. She then kicked the other officer in the groin as she was taken into custody.

The female later spat a large amount of bloody saliva into the face of one of the officers as they attempted to speak with her and threatened to kill both of them.

Bridget Debbi Mason, a 31-year-old female of Winnipeg, has been charged with:

- Assault a Peace Officer with a Weapon
- Aggravated Assault of Peace Officer
- Uttering Threats - Cause Death or Bodily Harm (x2)
- Resist Peace Officer

She was detained in custody.


Assault Peace Officer – Arrest: C19-203766

On August 31, 2019, at approximately 5:15 p.m., a General Patrol unit located a female in the 400 block of Hamilton Avenue that was subject of an arrest warrant for failing to attend court.

As the female was being handcuffed, she became belligerent and spat in the face of an officer while making a threat to kill him. The female remained aggressive throughout her arrest.

Shaylene Rosemary Sutherland, a 21-year-old female of Sandy Bay First Nation, has been charged with:

- Assault a Peace Officer
- Uttering Threats - Cause Death or Bodily Harm

She was detained in custody.

Assault – Arrest: C19-204709

On August 31, 2019, at approximately 5:45 p.m., a female was causing a disturbance near the rear doors of a business in the 300 block of Portage Avenue when she was asked to leave by a security guard.

The female subsequently punched the security guard in the head and broke her glasses. A second security guard responded, and the female spat in his face before kicking him in the chest. The female was taken into custody and turned over to members of the Winnipeg Police Service.

Jasmine Sadie Owen, a 20-year-old female of Winnipeg, has been charged with:

- Assault (x2)
- Mischief Under $5,000/Obstruct in Enjoyment
- Fail to Comply Condition Recognizance by Judge/Justice

She was detained in custody.


Assault – Arrest: C19-203748

On August 30, 2019, at approximately 3:00 p.m., a female attempted to steal merchandise from a business in the 300 block of Portage Avenue but was confronted by an employee along with a security guard.

The female returned the property but refused to leave and punched the employee in the face. She was subsequently taken into custody and turned over to members of the Winnipeg Police Service.

A 32-year-old female of Winnipeg will be charged with:

- Assault

She was released on a Promise to Appear.


Robbery – Investigation: C19-203827

On August 30, 2019, at approximately 5:40 p.m., General Patrol officers responded to the first 100 block of Marion Street for a report of a robbery.

Three females had entered a retail store, at which time one female stole merchandise and left without paying. A loss prevention officer attempted to stop the female and was sprayed with a substance believed to be bear spray. The three females then fled.

The substance also affected numerous other shoppers who were assessed and treated by members of the Winnipeg Fire Paramedic Service.

The investigation is continuing by members of the Major Crimes Unit.
