Silver Alert – James Kirkhope – Located: C19-221896
On September 20, 2019, the Winnipeg Police Service requested the public’s assistance with locating a James Kirkhope, a missing 86-year-old male.
Kirkhope lives with dementia, and he was last seen in the morning of September 20, 2019 at approximately 9:30 a.m. in the 100 block of Regent Avenue.
The Winnipeg Police Service activates a silver alert when a vulnerable adult person with a cognitive impairment is reported missing.
On September 21, 2019, at approximately 12:05 a.m., an off-duty Winnipeg Police Service officer spotted Kirkhope’s vehicle travelling in the Windsor Park area. Kirkhope was subsequently safely located.

Missing Person – Jenessa Ross – Located: R19-61731
On September 20, 2019, the Winnipeg Police Service requested the public’s assistance with locating Jenessa Ross, a missing 15-year-old female.
Ross was last seen in the afternoon of September 13, 2019, in the West End area of Winnipeg.
On September 20, 2019, at approximately 5:20 p.m., Ross was safely located.
The Winnipeg Police Service wishes to thank the public for their assistance with the matter.
Weapon/Carjacking – Arrests: C19-221571 & C19-221644
On September 20, 2019, at approximately 4:15 a.m., the Winnipeg Police Service received the report of four individuals checking vehicles in the Silver Heights area.
The four individuals had been in a stolen truck when it crashed into a tree in the 400 block of Olive Street. They then exited the truck and were observed casing vehicles in the area. At one point, one of the suspects armed himself with a stolen handgun and fired a shot at an unoccupied vehicle.
General Patrol officers, with the assistance of the K9 Unit, attended and took a male suspect into custody near Lodge Avenue and Rita Street as he attempted to flee the area.
At approximately 8:10 a.m., the three remaining suspects carjacked a 51-year-old female as she exited her vehicle in the 2700 block of Portage Avenue. During the incident, one of the suspects pointed the handgun at the victim and pulled the trigger, but the firearm didn’t fire. He then produced a can of bear spray and sprayed the victim. The three suspects then fled the area on foot without the vehicle.
At approximately 10:30 a.m., General Patrol officers, with the assistance of the K9 Unit, took the three suspects into custody in the area of Portage Avenue and the Perimeter Highway. A search of the area by the K9 Unit resulted in the recovery of the stolen handgun.
Members of the Major Crimes Unit continued with the investigation.
Both the truck and firearm had been stolen from the Cartwright, Manitoba area during separate incidents. The firearm had been taken during a break-in to a residence.
A 14-year-old female, a 15-year-old female, and two 17-year-old males have been arrested for numerous weapon and theft-related offences.
They were detained in custody.
