Winnipeg Police Service Media Release
For Immediate Release

Update - Sexual Assault: C07-96434

Previously released on May 8, 2007:

On May 8th, at approximately 1:00 a.m. a 27-year-old female was in the area of Flora Avenue and Robinson Street when a male on a bicycle approached her.  The male then displayed a knife and forced the female to a back lane in the area and sexually assaulted her.  The male then fled the area on his bicycle.

The suspect is described as a Caucasian male, 40 to 45 years of age, 5’9” tall with a heavy build, short brush-cut style hair, and he possibly had a mustache or facial hair.  He was wearing a blue t-shirt with an unknown logo on it and faded or light-colored blue jeans.  His bicycle was described as a black and yellow colored mountain bike.  The suspect had been seen riding his bike earlier in the evening in the area between Selkirk and Flora Avenue between King and Powers Street.

Police are requesting anyone with information regarding this assault or the suspect contact the Winnipeg Police Service Sex Crimes Unit at 986-6245 or CrimeStoppers at 786-TIPS
(786-8477).

Update:
As a result of human biological material submitted to the Royal Canadian Mounted Police Forensic Lab, a DNA profile was identified and entered into the National DNA Data Bank of Canada.

In January 2019, the Winnipeg Police Identification Unit received notification reporting DNA from the previously submitted sample is a match to a convicted federal offender.

In July, a warrant for the offence of Sexual Assault was issued for the incarcerated male suspect. A DNA warrant was obtained in October, and arrangements were made to have the suspect transferred to Manitoba.

On October 23, 2019, members of the Winnipeg Police Sex Crimes Unit arrested the suspect and executed all warrants.

Douglas Wayne BOWMAN, a 55-old-male has been charged with Sexual Assault with a Weapon and Uttering Threats. He has been returned to federal custody.
