Homicide – Arrest: C19-260888

As previously released:

On November 4, 2019, at 11:45 p.m., emergency personnel responded to a report of a male that had been shot at a residence located in the first 100 block of Tim Sale Drive.

Upon arrival, officers located a deceased adult male suffering from apparent gunshot wounds. The victim was identified as Rig Debak Moulebou, a 20-year-old male of Winnipeg.


As a result of an investigation by members of the Homicide Unit, a suspect was identified and arrested on January 22, 2020.

Arnold Mbaka Nduta, a 23-year-old male of Winnipeg, has been charged with:

- First Degree Murder

He was detained in custody.

Child Sexual Abuse Imagery – Arrest: R19-65160

In September 2019, the Winnipeg Police Service’s Internet Child Exploitation (ICE) Unit entered into an investigation regarding child sexual abuse imagery that had been recently uploaded to a social networking service.

The social networking service subsequently notified the National Center for Missing and Exploited Children in the United States who, in turn, alerted the National Child Exploitation Coordination Centre in Ottawa and the Winnipeg Police Service.

During the morning of January 24, 2020, members of the ICE Unit executed a search warrant at a residence in the 600 block of Nottingham. Soon after, a male suspect was placed under arrest in the 700 block of Kernaghan Avenue. Numerous electronic devices were seized from the residence, and a preliminary analysis of the electronics revealed child sexual abuse imagery.

Ronald Tretiak, a 68-year-old male of Winnipeg, has been charged with:

- Possession of Child Pornography
