Commercial Robbery – Public Assistance Requested: C20-3270

Members of the Major Crimes Unit are requesting the public’s assistance with identifying a suspect responsible for a commercial robbery.

On January 5, 2020, at approximately 3:33 p.m., a male suspect entered a restaurant in the 1000 block of St. Mary’s Road and robbed the business while armed with a machete.

The incident was captured on video surveillance and investigators are releasing still images in an attempt to identify the suspect.

Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).


Community Notification

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Carlo Ryan CLARKE, 39 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all males, both children and adults.

CLARKE will be released from Stony Mountain Institution, Manitoba after serving a sentence for sexual assault. He was convicted on April 30, 2015, and received a sentence of 5 years (in addition to pre-trial custody credit of 1 year).

CLARKE was released on April 23, 2020.

CLARKE is expected to reside in Winnipeg, Manitoba.

CLARKE has a history of violent sexual offending. He is considered high risk to re-offend in a sexual manner. All males, children and adults are at risk.

Background information:

Carlo Ryan CLARKE is a 39 year-old male with a criminal record for sexual assault.

CLARKE will be released after having served a sentence for sexually assaulting a vulnerable 20 year old male. CLARKE received a sentence of 5 years (in addition to pre-trial custody credit of 1 year). CLARKE committed that offence while on probation for sexual assault.

CLARKE was also convicted in October 2011 for sexual assaulting a 15 year old male. He received a 2 year less one day Conditional Sentence followed by 3 years probation.

Further, CLARKE was convicted in March 2000 of sexually assaulting a 13 year old vulnerable male and received a 6 month Conditional Sentence followed by 3 years probation.

CLARKE was released on April 23, 2020.

Upon release, CLARKE will be subject to a lifetime order which prohibits him from:
(a) attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre;
(b) seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years; and
(c) having any contact with a person who is under the age of 16 years, unless he does so under the supervision of a person whom the court considers appropriate.

CLARKE is also subject to a lifetime weapon prohibition order.

CLARKE is considered high risk to re-offend in a sexual manner against males, both children and adults.

CLARKE is expected to take up residence in Winnipeg, Manitoba.
