Missing Person – Dustin Joseph MEEKIS: R20-25199

The Winnipeg Police Service is requesting the public’s assistance in locating a missing 35-year-old male, Dustin MEEKIS. He was last seen in the downtown area of Winnipeg during the evening of May 20, 2020.

MEEKIS is described as an Indigenous male, 6’ 3” height, 237 pounds, black hair and brown eyes. His hair maybe longer, and there is no current clothing description.

The Winnipeg Police Service is concerned about MEEKIS’s well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.


Enforcement of Reduced Speed School Zones

On Monday, March 23, 2020, due to the suspension of schools and closure of playgrounds, the Winnipeg Police Service advised that reduced speed school zones, those that reduce to 30 km/h from Sept-June, 0700-1730hrs, would not be enforced.

Effective Monday, June 1, 2020, school operations will resume in a limited capacity and playgrounds are open. As a result, the Winnipeg Police Service, along with the Photo Enforcement Unit, will resume enforcement of the Reduced Speed School Zones.

There will be an increase in children in the area as they attend at unpredictable times based on appointments in the school, and with improved weather, they will also be more active in the playgrounds.



Homicide – Investigation: C20-113477

As previously released:

On May 21, 2020, at approximately 9:30 a.m., General Patrol members responded to a residence in the 700 block of Selkirk Avenue for a report of a male that had been shot. 

Upon arrival, officers located an adult male on the front steps of the house suffering from gunshot wounds. The victim was transported to hospital in critical condition where he was pronounced deceased. 

Update:

The deceased victim has been identified as Nairne Marshall James Chapais, a 23-year-old male of Winnipeg.

Members of the Homicide Unit continued with the investigation.

On May 27, 2020, two male suspects were located at a hotel in the 200 block of McDermot Avenue and placed under arrest by members of the Tactical Support Team with the assistance of General Patrol officers. A firearm was recovered, and a small amount of cocaine was seized from one of the males.

Investigators believe that the homicide was premeditated and gang-related. The victim had been socializing in the area when he was shot as he returned to the building he lived in. It was also determined the building had been shot at three days earlier as well.

Tyler Ryan Kenneth Jack, a 21-year-old male of Winnipeg, has been charged with:

- First Degree Murder
- Unauthorized Possession of a Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Tampering with Serial Number of a Firearm
- Deal with Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Weapon
- Fail to Comply with Condition of Release Order (x6)

Clarence Raymon Scott, a 30-year-old male of Winnipeg, has been charged with:

- First Degree Murder
- Discharge a Firearm Into or At a Place in a Reckless Manner
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
- Possession of Scheduled Substance – Cocaine

He was detained in custody.

Sexual Assasult – Arrest: C20-109895

On May 17, 2020, Winnipeg Police responded to a report of a Sexual Assault that had occurred earlier that day in Kildonan Park. 

The victim, a woman in her thirties, was in the park with her child when a male sat down beside her and struck up a conversation. While speaking to the woman, he groped her. The victim left immediately with her child. She was not physically injured. 

An investigation by North District General Patrol officers identified a suspect. On May 28, officers arrested a 34-year-old male who lived near the park. A charge of Sexual Assault is pending.
