Shooting – Investigation: C20-181062

On August 1, 2020, at approximately 1:15 a.m., Winnipeg Police responded to a  nightclub located in the 500 block of Portage Avenue for a report of shots fired. Responding officers located three adult victims, two males and a female. All three were taken to hospital in critical condition, however, the victims have since been upgraded to stable.

An investigation by detectives from the Major Crimes Unit has identified a suspect in this incident. An arrest warrant has been issued for Carson Ray Mario MCIVOR, 19, for multiple firearms and assault charges.

McIvor is considered armed and dangerous and is not to be approached. Anyone with information regarding his whereabouts is asked to call either 911 or investigators at 204-986-6219. Anyone wishing to remain anonymous is advised to call Crime Stoppers at 204-786-TIPS (8477).

 

 


Homicide – Investigation: C20-177991

On July 28, 2020, the Winnipeg Police Service became involved in an investigation involving a severely injured three-month-old baby. The baby was transported to hospital in critical condition and was later pronounced deceased.
 
On July 31, 2020, the only suspect in this incident, an adult male, was located deceased at a residence in the Silver Heights neighbourhood. No foul play is suspected.
 
The Winnipeg Police Child Abuse Unit conducted this investigation.
 


Fatal MVC – Investigation: C20-181616

On August 1, 2020, at approximately 6:40 p.m., emergency services personnel responded to an incident at St. Mary’s Road and the Floodway. Informantion provided was that a 4-seat all-terrain vehicle had rolled over at the south Floodway.
 
Three male youths were on the vehicle when it rolled and were transported to hospital. One victim sucummed to his injuries. Two other victims were treated and released.
 
Members of the Winnipeg Police Service Traffic Division continue to investigate this incident.


Community Notification

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Curtis Leroy GEORGE, 28 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all females, both adults and youths.

GEORGE was released from Milner Ridge Correctional Centre, Manitoba after serving a sentence for failing to comply with the conditions of a prohibition order.

GEORGE was released on Thursday, July 30, 2020.

GEORGE is expected to reside in Winnipeg, Manitoba.

GEORGE has a history of violent and sexual offending. He is considered high risk to re-offend in a sexual/violent manner against all females, youths and adults.

MIHRSOU today provides information regarding Curtis Leroy GEORGE, 28 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all females, both adults and youths.

Background information:

Curtis Leroy GEORGE  is a 28 year-old male with a lengthy criminal record including criminal harassment, sexual assault (5 counts), sexual interference, assault (6 counts), and numerous breaches of recognizance and probation orders.

GEORGE will be released after having served a sentence for failing to comply with the conditions of a prohibition order.

GEORGE has a lengthy record for committing violent and sexual offences. On May 3, 2018 he received a sentence of 2 years (includes 70 days of pre-trial custody credit), 3 years supervised probation and a lifetime weapon prohibition for criminal harassment of an adult female that occurred between April 2016 and February 2018. GEORGE stalked, followed, harassed and exposed himself to the victim, around her workplace and nearby buildings.

On May 30, 2017, GEORGE was convicted of 2 counts of assault, and received a sentence of 1 day (includes 30 day pre-sentence custody credit) and one year probation.

On July 25, 2011, GEORGE was convicted of sexual interference involving a 13 year old female, and 5 counts of sexual assault, in which he sexually assaulted 5 random females walking or jogging. He was also convicted of assault of a female Correctional Officer. He received a total sentence of 2 years (includes 1 year pre-trial custody credit), 3 years supervised probation and a 10 year prohibition order regarding children. 

On March 22, 2010, he was convicted of 2 counts of assault involving two adult females, receiving a 1 day jail sentence (includes 60 days pre-sentence custody credit), and 2 years supervised probation.

GEORGE was released on July 30, 2020.

GEORGE is expected to take up residence in Winnipeg, Manitoba.

Upon release, GEORGE will be subject to conditions until May 2023, including:

  • Not to attend at Portage Place, City Place, MTS Centre or the Skywalk that connects those buildings.
  • Participate in sexual offender counselling as directed and supervised by his Probation Officer.

GEORGE will also be prohibited until July 24, 2023 from attending a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a day care centre, school ground, playground, or community centre.

GEORGE will also be prohibited from attending within 10 meters of 345 Graham Avenue, Winnipeg, MB until July 29, 2021.

GEORGE is considered high risk to re-offend in a sexual/violent manner against all females, both youths and adults.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. GEORGE will not be tolerated.

Winnipeg Police Service – Long weekend Major Incident Overview

Stabbing – Investigation: C20-180835
On July 31, the Winnipeg Police responded to the area of Main and Dufferin for a report of an unconscious male suffering from a stab wound to the neck. He was transported to hospital in critical condition and was later upgraded to stable. This investigation is ongoing.

Robbery – Investigation: C20-181099
On August 1, the Winnipeg Police responded to a report of a commercial robbery in the 1400 block of Henderson Highway. A suspect threatened staff with a weapon and stole merchandise from the store. This investigation is ongoing.

Sexual Assault – Investigation: C20-181109
On August 1, the Winnipeg Police responded to a report of a sexual assault involving a firearm that occurred in the 200 block of Leila Avenue. No shots were fired. The victim was treated in hospital and released. This investigation is ongoing.

Assault – Investigation: C20-181015
On August 1, the Winnipeg Police responded to the 600 Block of Main Street for an assault. An adult male suffering severe head injuries was located and transported to hospital in critical condition. He was later upgraded to stable condition. The investigation is ongoing.

Shooting – Arrest: C20-181975
On August 2, at approximately 4:35 a.m., Winnipeg Police responded to the 1000 block of Henderson Highway for a report of shots. Responding officers determined the victims' vehicle had been shot.

A suspect was located in the area but fled on foot. He was arrested after a short foot pursuit and a conducted energy weapon deployment. The firearm was subsequently located at a residence in the area.

Christopher Daniel MUSQUA, a 30-year-old male of Winnipeg, has been charged with multiple firearms, assault, drug offences. He was released by way of a Release Order per the Criminal Code.

Stabbing – Arrest: C20-182592
On August 3, the Winnipeg Police responded to a report of a stabbing in the 500 block of Elgin Avenue. The victim was transported to hospital in unstable condition and later upgraded to stable.

Amanda Elizabeth SHAW, a 33 year-old-female of Winnipeg, was arrested and charged with Aggravated Assault and Possession of a weapon.

Robbery – Investigation: C20-182729
On August 3, the Winnipeg Police responded to a report of a commercial robbery in the 1000 block of Keewatin Street. A suspect threatened staff with a weapon and stole cash and merchandise from the store. This investigation is ongoing.

Stabbing – Investigation: C20-183179
On August 4, the Winnipeg Police attended the first 100 block of Higgins Avenue for a report of a stabbing. The victim was located suffering a stab wound to his upper chest. He was transported to hospital in critical condition and was later upgraded to stable. No arrests have been made, and the investigation is ongoing.
