Fatal Motor Vehicle Collision – Arrest: C20-229486

On September 26, 2020, at approximately 1:30 p.m., a Winnipeg Police Service, Traffic Unit, was in the area of Main Street and Boyd Avenue. Officers observed a vehicle in the area and attempted to initiate a traffic stop. Upon observing the traffic unit, the vehicle took off at a high rate of speed.

Within seconds, the fleeing vehicle collided with a second vehicle at the intersection of Andrews Street and Boyd Avenue, a distance of two blocks. Four people from the struck vehicle (including an infant and a child) and two from the fleeing vehicle were transported to hospital, most in critical or serious condition. An adult female from the struck vehicle has succumbed to her injuries.

On September 27, police charged the driver of the vehicle, Armand Joseph Jr. Chartrand, 43, with the following offences:
- Dangerous Operation of a Conveyance Causing Death
- Dangerous Operation of a Conveyance x 4
- Cause Death by Criminal Negligence
- Cause Bodily Harm by Criminal Negligence x 4
- Drive While Suspended (HTA)
- Drive Drive Without Insurance

Chartrand was detained in custody.

The Independent Investigation Unit of Manitoba has been notified and will assume responsibility for the investigation.

Homicide – Investigation: C20-227158

On September 23, 2020, at 9:10 p.m.,  an adult male was involved in an altercation in front of a residence in the 100 block of Kate St with an unknown suspect. During the incident, a weapon was produced, and the victim was stabbed. The victim was transported to hospital in critical condition.

On September 25, he succumbed to his injuries. The victim has now been identified as Zachary Paul RAE, 18.
