Homicide – Update: C20-276708

As previously released:

On November 22, 2020, at 2:26 a.m., members of the Winnipeg Police Service responded to an apartment building in the 300 block of Charles Avenue for a report of an unresponsive individual that had been found.

Upon arrival, officers located a deceased adult male inside a suite. The death is being treated as a homicide.

Update:

The deceased has been identified as Ronald Dennis Ducharme, a 33-year-old male of Winnipeg.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Carjacking – Arrests: C20-277261

On November 22, 2020, at 8:36 p.m., members of the Winnipeg Police Service responded to the first 100 block of Havelock Avenue for a report of a carjacking.

It is believed that two suspects were walking in the area when they came across a 24-year-old male victim and his friend at the rear of a residence. The victim was carjacked at knifepoint, chased and tackled. He was then robbed of his keys, and the vehicle was stolen.

Soon after, a police unit observed the stolen vehicle in the area of Fermor Avenue and St. Anne’s Road. The vehicle was followed until officers were able to safely bring it to a stop in the area of Beaverhill Boulevard and Lakewood Boulevard.

Members of the Major Crimes Unit continued with the investigation.

Joshua Eric Richards, an 18-year-old male of Winnipeg, has been charged with:

- Robbery

He was detained in custody.

A 20-year-old female of Winnipeg is facing charges of:

- Robbery

She was released on an Appearance Notice.

Firearm & Drug Offences – Arrests: C20-276140

In October 2020, members of the Guns & Gangs Unit entered into a drug investigation regarding the trafficking of fentanyl, methamphetamine and cocaine in Winnipeg.

On November 21, 2020, officers attended the 1100 block of Portage Avenue to arrest the female and a male suspect. At approximately 11:45 a.m., both suspects were observed leaving the area in separate vehicles. Members of the Tactical Support Team attempted to stop them; however, the male suspect rammed a police unit, and they both fled in their vehicles.

A pursuit ensued with the vehicle being driven by the male. At approximately 11:50 a.m., the vehicle was forcibly stopped by police units in the area of Kenaston Boulevard and Bishop Grandin Boulevard. There were no reported injuries, and the male was taken into custody.

At approximately 12:00 p.m., the vehicle being driven by the female was stopped in the area of Wellington Avenue and Valour Road. She was taken into custody without incident.

A Controlled Drugs and Substances Act search warrant was later executed at a residence in the 700 block of Sterling Lyon Parkway.

A search of the vehicles and residence resulted in the seizure of numerous items, including the following:

- A sawed-off shotgun with ammunition.
- Approximately 10 ounces of fentanyl (estimated value of $57,600, but it should be noted this amount of fentanyl is 2,890 doses valued at $50 each)
- Approximately 20 ounces of methamphetamine (estimated value of $20,000, but it should be noted that this amount of methamphetamine is 5,560 hits at $10 each)
- Approximately 78 grams of cocaine (estimated street value of $6,500)
- Approximately 800 ml of gamma-hydroxybutyrate (estimated street value of $530)
- 52 x 30mg capsules of hydromorphone (estimated street value of $2,080)
- Approximately $14,000 in Canadian currency
- A mobile phone
- A money counter
- Scales
- Drug packaging materials

Tristan Antonio Provinciano, a 33-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Hydromorphone
- Possession of a Scheduled Substance for the Purpose of Trafficking – Gamma Hydroxybutyrate
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Flight While Pursued by Peace Officer
- Dangerous Operation of a Conveyance

Kayla May Metcalf, a 33-year-old female of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Hydromorphone
- Possession of a Scheduled Substance for the Purpose of Trafficking – Gamma Hydroxybutyrate
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order

They were detained in custody.

Drug Offences – Arrest: C20-276404

During the evening of November 21, 2020, members of the Guns & Gangs Unit executed a Controlled Drugs & Substances Act search warrant at a residence in the first 100 block of Hill Grove Point. The search warrant was related to an investigation regarding the trafficking of fentanyl in Winnipeg.

A male suspect had been taken into custody earlier in the evening in the area of Kenaston Boulevard and North Town Road as part of the investigation.

A search of the male, his vehicle and the residence resulted in the seizure of numerous items, including the following:

- Approximately 6.4 kilograms of methamphetamine (estimated value of $103,400, but it should be noted that this amount of methamphetamine is 64,000 hits at $10 each)
- Approximately 452 grams of fentanyl (estimated value of $118,000, but it should be noted this amount of fentanyl is 4,520 doses valued at $50 each)
- Approximately 122 grams of cocaine (estimated street value of $7,500)
- Approximately 74 grams of crack cocaine (estimated street value of $4,550)
- Approximately $13,420 in Canadian currency
- Drug packaging materials
- Score sheets
- Two mobile phones

Irfan Kamyar, a 22-year-old male of Edmonton, Alberta, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of Proceeds of Property Obtained by Crime Over $5000

He was detained in custody.
