Homicide – Investigation: C21-114204

On May 20, 2021, at 3:52 p.m., members of the Winnipeg Police Service responded to the 300 block of Burrows Avenue for a report of a dead body at a residence.

Upon arrival, officers located a deceased individual. A post-mortem examination has confirmed the death as a homicide, and the victim has been identified as Trevor Clayton Dorion, a 33-year-old male of Winnipeg.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Assault with a Weapon – Arrest: C21-114930

On May 21, 2021, at 10:35 a.m., Cadet units were patrolling the Air Canada Window Park area when they were flagged down for a nearby disturbance.

The Cadets subsequently located a severely injured male and began to provide emergency first aid. The male was later transported to hopsital in critical condition where he remains at this time.

Responding officers located a nearby adult male suspect and took him into custody.

Aaron David Woodhouse, a 23-year-old male of Winnipeg, has been charged with:

- Aggravated Assault
- Possession of a Weapon
- Fail to Comply with Condition of Release Order (x2)

Community Notification

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Cecil Junior HOULE, (a.k.a. Chubby Houle and Junior Houle) 45 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. All persons, particularly females, are at risk of sexual violence.

HOULE will be released on May 22, 2021 from Headingley Correctional Centre, in Headingley, Manitoba after having served a sentence for carrying a concealed weapon and two counts of failing to comply with conditions of a probation order.

HOULE is expected to take up residence in Winnipeg, Manitoba.

HOULE has a history of sexual, violent and other offences. Although he participated in some treatment programming in the past, HOULE is still considered high risk to re-offend in a sexual manner.  All persons, particularly females, are at risk of sexual violence.

Background information:

Cecil Junior HOULE is a 45 year-old male with a lengthy criminal record including convictions for manslaughter, sexual assault cause bodily harm, sexual interference, assault cause bodily harm, assault, carry concealed weapon and numerous breaches of probation and recognizance orders.

HOULE was convicted of manslaughter of his common law wife and sexual assault cause bodily harm of an 18 year old female, in January 2006. He received a sentence of 12 years for manslaughter and sexual assault cause bodily harm (in addition to 3 years pre-trial custody credit). Following his release, HOULE has been convicted of 7 counts of breach of probation, 3 counts of breach of recognizance, and carry concealed weapon.

HOULE was convicted of carry concealed weapon and breach of probation on February 16, 2021 in which he received a total sentence of 4.5 months (in addition to 4 months 9 days pre-sentence custody credit).

HOULE will be released from Headingley Correctional Centre, in Headingley, Manitoba on May 22, 2021.

Upon release, HOULE will be subject to a lifetime weapons prohibition order and supervised probation until May 2023.

While incarcerated, HOULE participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against females. All persons, particularly females are at risk of sexual violence.

HOULE is expected to take up residence in Winnipeg, Manitoba.
