Assault Peace Officer – Arrest: C21-125997

On June 2, 2021, at approximately 5:30 p.m., a uniformed Winnipeg Police Service Street Supervisor was out of his vehicle and conducting a routine traffic stop near Ellice Avenue and Vaughan Street. He was approached by an uninvolved male standing in the middle of the street who demanded to know why the officer had stopped the vehicle. The officer asked the male to move the sidewalk, however, the male became aggressive, yelling and swearing at the officer. The male then attempted to grab the driver’s licence from the officer’s hand. He was again directed to step back when he suddenly became physically aggressive with the officer.

Additional police resources arrived, and the male began to direct his aggression towards them. Officers deployed a conducted energy weapon (Taser) and arrested the male. The accused was attended to by Winnipeg Fire Paramedic Services and taken into custody.

Johnathon Mark COUTURE, 32, has been charged with Assault Peace Officer. He was detained in custody. Methamphetamine appears to have been a contributing factor in this incident.

Robbery – Arrest: C21-126043

On June 2, 2021, at 6:30 p.m., Central District officers in the area of Portage Avenue and Main Street were flagged down by a bystander who had just witnessed an assault take place in the immediate area.

An adult male and female pushing their young child in a stroller were confronted by an unknown male who brandished a hatchet and demanded their money. The suspect struck the male victim with the blunt end of the weapon and again demanded money. He was unsuccessful in his demand and fled on foot.

The male victim in his 30’s who had been struck received minor injuries and declined medical treatment at the time. The mother and child were not physically injured.

Police observed the suspect armed with the weapon continuing to flee in the nearby area. A conductive electrical weapon (Taser) was deployed, and he was taken into custody.

Ronald Jackie FLETT, 32, of Winnipeg, was charged with Robbery x 2 and Fail to Comply with Release Order. He was detained in custody.

Firearm – Arrest: C21-126280

On June 2, 2021, at approximately 11:00 p.m., General Patrol officers from the North District conducted a traffic stop on a vehicle near Dufferin Avenue and Robinson Street. As soon as the vehicle came to a stop, the male passenger fled on foot. The suspect was arrested near Aikins Street and Jarvis Avenue with the assistance of a K9 unit. The suspect had a sachel in his possession containing a loaded 9mm handgun, ammunition, and  $2,650 in cash. 

Habte Addus TEGEGNE, 22, has been charged with six firearms-related offences and Possession of Proceeds of Property Obtained by Crime and Fail to Comply with Conditions of Release Order x 3.

He was detained in custody.

Homicide – Arrest: C20-302802

The Winnipeg Police Service previously provided a release regarding the death of Lloyd William CHUBB, 35, of Winnipeg:

On December 24, 2020, at approximately 5:40 p.m., the police responded to a residence in the 500 block of Furby Street and located CHUBB with serious injuries. He was transported to hospital in critical condition and later succumbed to his injuries. CHUBB’s death was subsequently determined to be a homicide.  

The Homicide Unit took over the investigation and identified a female suspect known to CHUBB.

On June 2, 2021, at approximately 1:30 p.m., the Brandon Police Service located and arrested Janice Allison FRANKLIN, 35, of Winnipeg. She was returned to Winnipeg and charged with Second Degree Murder, and detained in custody.
