Homicide – Arrests: C21-22243

As previously released:

On January 28, 2021, at 1:26 p.m., members of the Winnipeg Police Service responded to a residence in the 500 block of Craig Street for a report of an assault.

Upon arrival, officers located a seriously injured male inside the residence and began to provide emergency first aid, including CPR. The male was transported to hospital in critical condition, where he succumbed to his injuries.

The deceased victim has been identified as Wendell John Boulanger, a 44-year-old male of Winnipeg.

During the evening of February 1, 2021, members of the Winnipeg Police Service made an arrest in the murder of Wendell Boulanger. Boulanger was killed on January 28, 2021, in the 500 block of Craig Street.

Issa Pa Musa, a 27-year-old male of Winnipeg, has been charged with Second Degree Murder. He was detained in custody.


Homicide Unit investigators believe that on January 28, 2021, three suspects attended the residence of Boulanger, where several people had been socializing. Soon after, Boulanger and two other partygoers were robbed – during which he was stabbed.

On July 6, 2021, detectives attended a residence in the Chalmers neighbourhood and placed a female suspect under arrest.

Diedra Amiela Goodwin, a 19-year-old female of Winnipeg, has been charged with:

- Manslaughter
- Robbery (x2)
- Forcible Confinement (x2)

She was detained in custody.

Issa Musa, previously arrested, is facing the same charges:

- Second Degree Murder
- Robbery (x2)
- Forcible Confinement (x2)

A third suspect, Lana Delorraine Letandre, a 44-year-old female of Winnipeg, was arrested soon after the homicide and was charged with:

- Robbery (x3)

It is believed that the suspects were previously unknown to the deceased victim.

Aggravated Assault – Investigation: C21-157098

On July 7, 2021, at 3:18 a.m., members of the Winnipeg Police Service responded to a residence in the 400 block of Redwood Avenue for a report of a male that had been stabbed.

Upon arrival, officers located an injured male in his 30’s and began to administer emergency first aid. The victim was subsequently transported to hopsital in critical condition and later upgraded to stable condition.
