Dangerous Operation of Vehicle/Mischief – Investigation: R21-34923

On July 7, 2021, at approximately 6:30 p.m., a truck was observed driving erratically towards the Manitoba Legislative Building. The vehicle proceeded through several construction traffic/safety cones and accelerated up the main entrance stairs before coming to a stop.

The male driver subsequently exited the vehicle in an agitated state and was taken into custody by Winnipeg Police Service members. A female passenger was also arrested.

A 33-year-old male of Winnipeg is facing charges of:

- Dangerous Operation of a Conveyance
- Mischief Under $5,000/Obstruct in Enjoyment

He was released on an Undertaking and admitted to a hospital for a medical assessment.

The female passenger was released without charges.

Homicide – Investigation: C21-157227

On July 7, 2021, at 9:28 a.m., members of the Winnipeg Police Service responded to the Robertson neighbourhood for a report of a family-related abduction that had just occurred.

It is believed that the estranged father of a 3-year-old girl had abducted her from the mother at knifepoint.

At 9:43 a.m., officers took the suspect into custody outside of a parked vehicle at King Edward Street and Jefferson Avenue. Inside the car, officers found the young girl suffering from stab wound injuries and immediately began providing emergency first aid.

The child was transported to hospital in critical condition, where she succumbed to her injuries.

Members of the Homicide Unit continued with the investigation.

Frank Nausigimana, a 28-year-old male of Winnipeg, has been charged with:

- First Degree Murder

He was detained in custody.

Robbery – Arrest: C21-156538

On July 6, 2021, at 12:33 p.m., members of the Winnipeg Police Service responded to a report of an assault in the 300 block of Selkirk Avenue. A male had been seen kicking an elderly male in the head and causing injuries.

Upon arrival, officers located a crowd tending to the injured 72-year-old male. He was subsequently transported to hospital where he remains at this time.

It was determined that the victim had been walking in the area when a lone suspect assaulted him. The victim was pushed to the ground, and the suspect continued to violently assault him, rendering him unconscious, then rummaged through his clothing prior to leaving.

Members of the Major Crimes Unit continued with the investigation, and during the evening of July 7, 2021, a suspect was placed under arrest in the 800 block of Main Street.

Jonathan Eric Joseph McKay, a 21-year-old male of Winnipeg, has been charged with:

- Robbery
- Assault Cause Bodily Harm

He was detained in custody.

Assault with a Weapon – Investigation: C21-157870

On July 7, 2021, at 11:50 p.m., members of the Winnipeg Police Service received a report of an assault near Logan Avenue and Isabel Street.

A 52-year-old female had been walking in the area when she was approached from behind and held at knifepoint. She subsequently suffered injuries when she attempted to stop the attack and was later transported to hospital in stable condition.

Detectives are working on obtaining a suspect description and motive for this incident.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Break & Enters – Arrest: C21-155949

After an extensive investigation, members of the Property Crimes Unit have arrested an adult male for 23 break-ins that had occurred to residential properties across Winnipeg over the past nine months:

- On October 5, 2020, in the 100 block of 100 Talon Bay.
- On December 3, 2020, in the first 100 block of Woodlands Crescent.
- On January 13, 2021, in the first 100 block of Foxmeadow Drive.
- On January 25, 2021, in the first 100 block of Shade Tree Court.
- On February 4, 2021, in the first 100 block of Willow Lane.
- On February 12, 2021, in the 100 block of Apple Hill Road.
- On February 13, 2021, in the first 100 block of Bluestem Cove.
- On February 13, 2021, in the 100 block of Moore Avenue.
- On February 15, 2021, in the 900 block of Aldgate Road.
- On March 17, 2021, in the first 100 block of Leger Crescent.
- On March 17, 2021, in the first 100 block of Vassar Road.
- On March 30, 2021, in the 100 block of John Neufeld Crescent.
- On April 14, 2021, in the 600 block of De la Seigneurie Boulevard.
- On April 20, 2021, in the first 100 block of Prestwood Place.
- On April 21, 2021, in the first 100 block of Brixford Crescent.
- On May 5, 2021, in the first 100 block of Four Oaks Close.
- On May 31, 2021, in the first 100 block of Minnetonka Street.
- On June 10, 2021, in the first 100 block of Twickenham Close.
- On June 17, 2021, in the first 100 block of Purple Safe Crescent.
- On June 25, 2021, in the 400 block of Laidlaw Boulevard.
- On July 2, 2021, in the 200 block of Tweedsmuir Road.
- On July 3, 2021, in the 200 block of Buxton Road.
- On July 5, 2021, in the 100 block of Bridgeland Drive South.

On July 5, 2021, after the last break & enter, the suspect was located in the 1700 block of Taylor Avenue and placed under arrest. He was found to be in possession of stolen property from that residence (Bridgeland Drive South).

It is believed that the suspect caused about $23,000 in damage during the break-ins and stole approximately $118,935 in property.

Allen Emile Lambert, a 59-year-old male of Winnipeg, has been charged with:

- Break Enter & Theft - Dwelling House (x19)
- Break & Enter with Intent - Dwelling House (x4)

He was detained in custody.

The investigation is still ongoing.

Drug Offence – Arrests: C21-157071

During the evening of July 7, 2021, members of the Guns & Gangs Unit, with the assistance of the Tactical Support Team and other officers, executed several search warrants at two residences in Winnipeg: one in the first 100 block of Parkdale Drive and the other in the 500 block of Waterfront Drive.

Several people were taken into custody, and a number of items were seized, including the following:

- 4,362 pieces of crack cocaine (estimated street value of $109,050)
- 3 grams of cocaine (estimated street value of $500)
- $6,600.00 Canadian Currency
- $5.00 American Currency
- Packaging materials
- Score sheets
- Digital scales
- An operational stun gun

Agatino Junior Ballabono, a 39-year-old male of Winnipeg, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Unauthorized Possession of a Firearm

He was detained in custody.

A 39-year-old female of Winnipeg is facing charges of:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Unauthorized Possession of a Prohibited or Restricted Weapon

She was released on an Undertaking (as mandated by the Criminal Code).
