Weapons – Arrest: C21-161827

On July 12, 2021, at approximately 3:50 p.m., officers from Central District Community Support observed a male known to be the subject of arrest warrants on a bicycle in the area of Cumberland Avenue and Langside Street.
 
When officers tried to stop the suspect, he fled. When he was located a short distance away, the suspect became violent, attacking both officers, however, he was taken into custody without injury and assessed by paramedics. During his arrest, the suspect repeatedly attempted to offer a monetary bribe to officers if they would let him go.
 
Officers determined that the bicycle the accused was riding was stolen. He was found to be in possession of:
- bear spray
- a sawed-off rifle
- ammunition
- a knife
- $460 in cash
- a 55cm machete
 
Brook Randolf McCARGAR, 34, has been charged with 21 criminal offences, including:
- Possess Weapon
- Possess Restricted/Prohibited Firearm
- Tamper with Serial Number of a Firearm
- Possess Ammunition
- Assault Peace Officer
- Resist Peace Officer
- Bribery of Officers
- Possess Methamphetamine
- Fail to Comply with Release Conditions
 
He was detained in custody. 

Missing Person – Arnold Wayne SINCLAIR: C21-162193

The Winnipeg Police Service is concerned for SINCLAIR’s well-being and is asking anyone with any information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

The Winnipeg Police Service is requesting the public’s assistance in locating a 59-year-old male, Arnold SINCLAIR

SINCLAIR was last seen just before midnight on July 12, 2021, at his residence in the north end of Winnipeg. Police believe that he may try to walk northbound out of the city. SINCLAIR is described as 5’5” tall, slim build, medium-length black hair, a full beard, brown eyes, wearing a dark sweater and jeans.

Arson Arrest – Update: C21-159840

On July 12, 2021, the Winnipeg Police Service issued a media release on the arrest of a male in relation to an arson investigation on Tyndall Avenue. Major Crimes investigators have now linked the same suspect to another arson.
 
A short time after the first reported arsons, a fire was set at a residence in the 1500 block of Pritchard Avenue. There were no injuries, however, damages are estimated at $10,000.
 
Trevor Brandon TERNENT, 24, has now been charged with:
- Arson – Disregard for Human Life x 2
- Nudity and Indecent Exposure
 
He remains in custody.
 
As previously released:
 
On July 10, at approximately 5:15 a.m., Winnipeg Police responded to the 100 block of Tyndall Avenue for a report of a male attempting to start a vehicle on fire. Area residents scared the suspect off, however, they observed a nearby townhouse engulfed in flames. Three occupants of the residence were able to escape unharmed.
 
Responding General Patrol officers arrested a suspect in the area.
 
Trevor Brandon TERNENT, 24, has been charged with:
- Arson: Disregard for Human Life x 3
- Arson: Damage to Property
 
He Was detained in custody.
 
Losses due to fire are estimated to exceed $100,000.
