Assistance – Investigation: C21-169966

On July 22, 2021, at approximately 11:00 a.m., officers from the West District Community Support Unit responded to check the wellbeing of a male along the Harte Trail in the Charleswood neighbourhood.

Officers arrived in the area and heard someone shouting for help from within the forest. They located a male performing CPR on another male who was not breathing and in severe medical distress from a drug overdose.

Police administered several doses of Naloxone, and the male eventually began breathing. Winnipeg Fire and Paramedic Service arrived but could not bring the stretcher close enough to the victim in the woods. Police assisted in removing the victim, and he was transferred to the ambulance.

The adult male victim was transported to hospital in unstable condition and later upgraded to stable condition.

Assault with a Weapon – Arrest: C21-170284

On July 22, 2021, just before 7:00 p.m., Central District officers exited the Winnipeg Police Headquarters when they observed an adult male and an adult female involved in a verbal argument. The argument escalated, and the male wielded an axe at the female. She fled the area, and the suspect chased her northbound on Smith Street while he continued to swing the axe at pedestrians in his way.

Police contained the suspect at Smith Street and York Avenue. A conducted energy weapon (Taser) was deployed, and he was safely taken into custody. Nobody was physically injured during this incident.

Ethan Joseph MUSWAGON, 22, of Winnipeg, was charged with:
- Assault with a Weapon
- Possession of a Weapon
- Fail to Comply with Condition of Release Order x 2

He was detained in custody.

Stabbing – Investigation: C21-170383

On July 22, 2021, at approximately 10:30 p.m., Central District Officers responded to the report of a male who had been stabbed in the Central Park area and was continuing to walk around the neighbourhood.

Police located an adult male on the steps of a residence in the 500 block of Young Street. He had been stabbed and was in medical distress. Officers performed emergency first-aid by applying a tourniquet and a chest seal.

The 43-year-old victim was transported by ambulance to hospital in stable condition.

He could not provide many details of the assault, and no suspects have been arrested at this time.
