Drugs & Weapon – Arrests: C21-184822

On August 8, 2021, at approximately 8:10 p.m., a General Patrol unit from West District conducted a traffic stop on a Hyundai Elantra on Corydon Avenue at Boreham Boulevard.

Officers observed open liquor in the vehicle and items associated with drug trafficking, and all three occupants were removed from the car. The backseat passenger fled on foot and was pursued by one of the officers. The officer was able to get hold of the male, and the two began to struggle. During the encounter, the male dropped a loaded, semi-automatic pistol. An off-duty RCMP officer observed the officer struggling with the suspect and intervened to safely conclude the arrest. 

A search of the vehicle and the three accused resulted in the following items being seized:
- Crack cocaine (ESV $3,120)
- Purple fentanyl  (ESV $600)
- Cash $3,950

Mohammed Yousuf ALI, 26, (fleeing passenger) was charged with:
- Resist Peace Officer
- Possess Firearm/Ammunition Contrary to Prohibition Order
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possess Loaded Prohibited or Restricted Firearm
- Possess Prohibited Device or Ammunition
- Possess Firearm Knowing its Possession is Unauthorized
- Possess Scheduled Substance for the Purpose of Trafficking (Fentanyl)
- Possess Scheduled Substance for the Purpose of Trafficking (Cocaine)
- Possess Proceeds of Crime Over $5,000
He was detained in custody.

Akok GARANG, 30, and Ismail MUSE, 24, were both charged with:
- Possess Proceeds of Crime over $5,000
- Possess Scheduled Substance for the Purpose of Trafficking (Cocaine)
- Possess Scheduled Substance for the Purpose of Trafficking (Fentanyl)
Both were released by way of Undertaking

In early August 2021, the Winnipeg Police Guns and Gangs Unit became aware of illegal drugs (methamphetamine & fentanyl)  being sold out of a Sturgeon Creek neighbourhood residence and the possibility that a firearm was being stored there. 

Investigators obtained a search warrant for the residence and executed it on August 8. The following items were located and seized from the house:
- 6.5 cal rifle and ammunition
- small amounts of cocaine, fentanyl and methamphetamine
- various items of stolen property
- drug trafficking paraphernalia

Evan Lawrence PALESHNUIK, 40, was charged with:
- Unauthorized Possession of a Firearm
- Store Firearm Contrary to Regs
- Possess Property Obtained by Crime Under $5,000 x 4
- Possess Scheduled Substance for the Purpose of Trafficking
- Possess Scheduled Substance (Cocaine)
- Possess Scheduled Substance (Methamphetamine)
- Possess Break-in Instruments

He was detained in custody.

Nicole Jean KOFLER, 32, was arrested within the residence and charged with similar offences and detained in custody.

Update
On August 10, 2021, Carlin Dare was arrested.

Previously Released
On July 30, 2021, at 1:30 a.m., Winnipeg Police responded to a shooting that had just occurred at the Dakota Community Centre at 1188 Dakota Street. A 19-year-old male had been shot and was being taken to the hospital by civilian associates. He is currently in stable condition.

Two male youths were arrested at the time and face charges related to the incident.

1. Accused: Possess Weapon x 2, Carry Concealed Weapon, Aggravated Assault
2. Accused: Aggravated Assault

Investigators with the Major Crimes Unit are now requesting the public’s assistance in locating Carlin DARE, who is the subject of an arrest warrant regarding this incident.

Carlin DARE, 18 years, 6’1” in height, 220 lbs.

Dare is considered armed and dangerous and is not to be approached.
