Fatal Motor Vehicle Collision – Investigation: C21-187075

On August 11, 2021, at approximately 12:30 p.m., the Winnipeg Police Service responded to the report of a serious motor vehicle collision involving a pedestrian.

Officers located a 22-year-old male with critical injuries in the parking lot of an industrial business in the 1500 block of Chevrier Boulevard. The victim was transported to hospital and succumbed to his injuries.

Investigators have determined that the victim intentionally entered the path of a moving heavy vehicle. This incident has not been deemed criminal in nature.

Stabbing – Investigation: C21-187524

On August 11, 2021, at approximately 10:45 p.m., North District officers responded to the report of a female who had been stabbed in the 800 block of Main Street.

Police located a 39-year-old female with serious injuries. Officers administered emergency first-aid, and the victim was subsequently transported to hospital in critical condition. She was later upgraded to stable condition.

No arrests have been made, and the investigation continues by members of the Major Crimes Unit.

Weapons – Arrest: C21-187154

On August 11, 2021, at approximately 2:00 p.m., a Central District General Patrol unit proactively pulled over a taxi cab in the area of Isabel Street and Bannatyne Avenue.

A male passenger was observed acting suspiciously, and soon after, officers located a loaded .22 calibre handgun under a seat. He was subsequently taken into custody.

Vincent Michael Louis Green, a 19-year-old male of Winnipeg, has been charged with:

- Possession of a Firearm Knowing its Possession is Unauthorized
- Transports Firearm, Weapon, Prohibited Device or Ammunition in a Careless Manner
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order

He was detained in custody.

Weapons – Arrest: C21-187406

On August 11, 2021, at approximately 7:39 p.m., a Central District Community Support unit proactively attempted to pull over a male driving an SUV in the area of Blake Street and Logan Avenue. The vehicle was able to evade officers.

At approximately 7:58 p.m., officers observed the male driver (from the SUV above) in a taxi in the area. The cab was pulled over in the 1400 block of Logan Avenue, and the male was taken into custody for breaching court-ordered conditions. A search of the male resulted in the seizure of a .410 shotgun shell.

Soon after, officers located the original SUV parked in the 300 block of Blake Street. A search of the vehicle resulted in the seizure of a number of items, including the following:

- A sawed-off .22 calibre rifle
- A sawed-off .410 shotgun
- A small amount of methamphetamine

Adam Wallace Keeper-Kipling, a 35-year-old male of Winnipeg, has been charged with:

- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of Scheduled Substance - Methamphetamine
- Fail to Comply with Condition of Release Order (x3)

He was detained in custody.

Weapons – Arrest: C21-187612

On August 12, 2021, at approximately 1:40 a.m., a Central District General Patrol unit proactively observed a male acting suspiciously in the 1600 block of Roy Avenue. The male tried to conceal himself behind several vehicles.

Officers stopped the male and observed that he might be in possession of weapons. He was taken into custody, and a search resulted in the seizure of a number of items, including the following:

- A sawed-off 12-gauge shotgun with a light attachment
- Two 12-gauge shotgun shells
- A large machete
- A functional stun gun weapon
- Two grams of methamphetamine (estimated street value of $100)
- Three grams of ‘purple down’ (estimated street value of $800)
- Two grams of cocaine (estimated street value of $240)
- Four ‘baggies’ containing what is believed to be 160 fentanyl blotters (estimated street value of $3,200)
- Three mobile phones

Marlon Michael Bourgeois, a 35-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon (x3)
- Carrying Concealed Weapon Prohibited Device or Ammunition (x3)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized (x2)
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Tampering with Serial Number of a Firearm
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x6)
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
- Possession of Proceeds of Property Obtained by Crime Under $5000
- Fail to Comply with Condition of Release Order (x5)
- Fail to Comply with Probation Order
