On August 17, 2021, Norman Richard PRUDEN, 37, of Winnipeg, was arrested for the murder of Ifa GERMOSA.
It is believed the victim and the accused PRUDEN were unknown to each other when they got into a verbal argument inside an establishment in the 100 block of Higgins Avenue. GERMOSA was followed outside, where he was seriously assaulted with a weapon.
The following day, police located and arrested PRUDEN for Aggravated Assault.
In the subsequent hours, GERMOSA died, and the charges against PRUDEN were upgraded to Second Degree Murder. He was detained in custody.

On August 16, 2021, at approximately 11:00 p.m., the Winnipeg Police Service responded to a serious assault outside an establishment in the 100 block of Higgins Avenue.
Police located an adult male who had been assaulted and sustained life-threatening injuries. The victim was identified as Ifa GERMOSA, 41, of Winnipeg. He was transported to hospital in critical condition, and the investigation was taken over by the Major Crimes Unit.
On August 17, 2021, GERMOSA succumbed to his injuries. This homicide investigation is continuing by the Major Crimes Unit.

Members of the Homicide Unit have arrested and charged Douglas Wayne Last, a 50-year-old male of Winnipeg, for four fires believed to have been deliberately set, including one which fatally injured Jung Ja Shin, a 60-year-old female.
On August 15, 2021, at approximately 11:00 p.m., emergency personnel responded to a fire at a building at 157 Scott Street. The building contained a convenience store on the lower level and a residence on the second floor.
Jung Shin was rescued from the second floor and taken to hospital in critical condition; however, she succumbed to injuries related to the fire.
Investigators determined that the fire had been deliberately set, and three other fires had been set that evening – all in the same geographic area. It was believed that the same suspect was responsible for all four fires:
- 157 Scott Street (363 Wardlaw Avenue, contiguous to 157 Scott Street)
- 151 Scott Street (A debris fire was started but burned out)
- 137 Scott Street (A church, but it was an unsuccessful attempt)
- 369 Stradbrook Avenue (The suspect attempted to start the fire but was not successful)
On August 18, 2021, the Winnipeg Police Service released surveillance images and a video of a male suspect to the public.
During the evening of August 19, 2021, detectives with the Homicide Unit were in the 300 block of Stradbrook Avenue as part of the investigation when they observed a male matching the suspect’s description in a back lane. The male immediately attempted to flee but was apprehended after a brief foot pursuit.
Douglas Last has been charged with:
- Arson with Disregard for Human Life (x3)
- Fail to Comply with Condition of Release Order (x2)
He was detained in custody.
