Motor Vehicle Collision/Aggravated Assault – Arrest: C21-200779

On August 28, 2021, at 4:54 p.m., emergency personnel responded to the 500 block of Stella Avenue for a report of a male struck by a vehicle. The vehicle had since fled.

Upon arrival, officers located a severely injured male in his 30’s and began to apply emergency first-aid. The male was transported to hospital in critical condition and was later upgraded to stable condition.

Members of the Major Crimes Unit continued with the investigation. It is believed that the victim had been intentionally struck by the vehicle, which been recovered after being found abandoned in the Dufferin area.

At approximately 10:30 p.m., a 26-year-old male suspect was located at a residence in the Inkster-Faraday neighbourhood. He has been charged with:

- Aggravated Assault

He has been detained in custody.

Firearm and Drugs – Arrests: R21-44729

On August 29, 2021, officers in the Central District and East District Community Support Units executed a search warrant with the assistance of the Tactical Support Team at a residence in the first 100 block of Isabel Street.

Two adult residents were taken into custody, and the following items were seized:

- an SKS rifle with a tampered serial number and a high capacity magazine containing ammunition
- various other types of ammunition
- 2.48 grams of cocaine (estimated street value of $250)

Lisa Marie LINKLATER, 29, of Winnipeg, has been charged with the following firearm and drug offences:

- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Firearm Knowing Serial Number has been Tampered With
- Possession of Scheduled Substance - Cocaine
- Fail to Comply with Condition of Release Order x 4

Tanis April RUDOLPH, 39, of Winnipeg, has been charged with the following firearm offences:

- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Firearm Knowing Serial Number has been Tampered With
- Store Firearm or Restricted Weapon Contrary to Regulations
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 3
- Fail to Comply with Condition of Release Order x 4
- Fail to Comply with Probation Order

Both were detained in custody.

Weapons – Arrest: C21-201690

On August 29, 2021, at 8:16 p.m., members of the Winnipeg Police Service, including AIR1, responded to the 500 block of Spence Street for a report of shots that had been fired at an occupied vehicle. The vehicle had since fled.

Officers were directed to a nearby residence where an improvised firing device (“zip gun”) was recovered, along with ammunition and a small amount of crack & methamphetamine.

Soon after, a male suspect was safely taken into custody near Sherbrook Street and Cumberland Avenue.

Members of the Major Crimes Unit continued with the investigation. It is believed that the male had fired a shot towards a vehicle occupied by two females (one which was known to him). The male had been involved in a dispute prior to the incident, and no injuries were reported.

Austin Arnold Bouchie, a 22-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon (x2)
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Firearm Knowing its Possession is Unauthorized
- Pointing a Firearm
- Discharge a Restricted Firearm or a Prohibited Firearm with Intent
- Fail to Comply with Condition of Release Order
- Possession of Scheduled Substance – Cocaine
- Possession of Scheduled Substance – Methamphetamine
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x6)
