Homicide – Public Assistance Requested: C21-220588

As previously released by the Winnipeg Fire Paramedic Service:

At 8:38 a.m. on Tuesday, September 21, 2021, the WFPS responded to reports of a fire in a bungalow in the 500 block of Young Street. Upon arrival on scene, crews encountered smoke coming from the house. An offensive attack was launched and the fire was declared under control at 8:56 a.m.

One occupant safely self-evacuated. WFPS crews completed a search of the structure and located one additional occupant. That individual was declared deceased on scene.

The fire is under investigation by WFPS and the Winnipeg Police Service. Damage estimates are not available at this time.

Update:

Members of the Homicide Unit have continued with the investigation.

It is believed that foul play was involved in the death of the individual (a female) and that the fire had been deliberately set. Investigators are moving towards identifying the deceased female, and those efforts remain underway.

The fire occurred the morning of September 21, 2021, at 510 Young Street, which is a bungalow between Ellice Avenue and Sargent Avenue.

Detectives are asking the public for their assistance with any information that may assist the investigation. They are also asking for help from anyone who may have video surveillance in the nearby area.

Serious Motor Vehicle Collision – Investigation: C21-226845

On September 28, 2021, at approximately 9:45 a.m., members of the Winnipeg Police Service responded to the area of Riverstone Road and Fernbank Avenue for a report of a collision involving a vehicle and pedestrian.

The pedestrian, a male in his 80’s, was transported to hospital in critical condition, where he remains in serious condition.

The driver of the vehicle remained at the scene and has spoken with investigators.

The investigation is continuing by members of the Traffic Division. Anyone with information regarding the matter is asked to contact investigators at 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).

Fire – Arrest: C21-226955

On September 28, 2021, at approximately 11:15 a.m., the Winnipeg Fire Parademic Service (WFPS) responded to reports of a widespread fire at a vacant warehouse in the first one hundred block of Point Douglas Avenue. As the structure's integrity was unstable,  the roof collapsed, making WFPS efforts extremely dangerous to access hotspots. The battle against this blaze progressed over the day and throughout the night. The smouldering fire was successfully extinguished early this morning.

Extensive WFPS resources were utilized to protect neighbouring buildings as hot embers blew in the wind. Due to proximity, a stationary railcar caught fire, which subsequently spread to several adjoining railcars.

Approximately ten nearby homes were evacuated, and residents were provided temporary accommodations. There was a significant disruption in traffic as Higgins Avenue was closed until shortly after 6:00 a.m.this morning. One WFPS member was transported to hospital stable, and another was treated and released on scene; there were no other related injuries.

While members of the Winnipeg Police Service were on scene controlling vehicle and pedestrian traffic, a witness provided a description of a suspect and their direction of travel. Soon after, a police unit took a female suspect into custody in the Elmwood neighbourhood.

Members of the Major Crimes Unit continued with the investigation.

Kelsey Ann THOMPSON, 21, of Winnipeg, was charged with:
- Arson Causing Damage to Property
- Mischief Under $5,000 x 2

Fatal Collision – Arrest: C20-179246

As previously released:

On July 29, 2020, at approximately 10:00 p.m., emergency services personnel responded to the intersection of Moncton Avenue and Grey Street for a motor vehicle collision involving a cyclist. 

The cyclist, a 50-year-old male, was transported to hospital in critical condition, where he was pronounced deceased.

The driver of the vehicle fled the scene and has not been identified.

Update:

Members of the Traffic Division continued with the investigation.

On September 28, 2021, investigators arrested an adult male at a resident in the 700 block of Fleming Avenue.

Members of the Traffic Unit worked on this investigation for over a year to identify the driver.

The driver was later identified as Alan Wayne VANDAL, 42, of Winnipeg, who was arrested on the strength of a warrant and charged with:

Failing to Stop at Scene of Accident Knowing that or Reckless as to Whether They Were Involved in an Accident Causing Death. He was detained in custody.
