Community Notification

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Curtis Leroy GEORGE, 29 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all females, both adults and youths.

GEORGE was released on October 5, 2021 from Milner Ridge Correctional Center, Manitoba after serving a sentence for Mischief Under $5000. 

GEORGE is expected to reside in Winnipeg, Manitoba.

GEORGE has a history of violent and sexual offending. He is considered high risk to re-offend in a sexual/violent manner against all females, youths and adults. 

Background information:

Curtis Leroy GEORGE is a 29 year-old male with a lengthy criminal record including criminal harassment, sexual assault (5 counts), sexual interference, assault (6 counts), and numerous breaches of recognizance and probation orders.

GEORGE was released after having served a sentence for Mischief Under $5000.
GEORGE has a lengthy record for committing violent and sexual offences. On May 3, 2018 he received a sentence of 2 years (includes 70 days of pre-trial custody credit), 3 years supervised probation and a lifetime weapon prohibition for criminal harassment of an adult female that occurred between April 2016 and February 2018. GEORGE stalked, followed, harassed and exposed himself to the victim, around her workplace and nearby buildings.

On May 30, 2017, GEORGE was convicted of 2 counts of assault, and received a sentence of 1 day (includes 30 day pre-sentence custody credit) and one year probation. 

On July 25, 2011, GEORGE was convicted of sexual interference involving a 13 year old female, and 5 counts of sexual assault, in which he sexually assaulted 5 random females walking or jogging. He was also convicted of assault of a female Correctional Officer. He received a total sentence of 2 years (includes 1 year pre-trial custody credit), 3 years supervised probation and a 10 year prohibition order regarding children.  

On March 22, 2010, he was convicted of 2 counts of assault involving two adult females, receiving a 1 day jail sentence (includes 60 days pre-sentence custody credit), and 2 years supervised probation. 

GEORGE was released on October 5, 2021. 

GEORGE is expected to take up residence in Winnipeg, Manitoba.

Upon release, GEORGE will be subject to conditions until January 2024, including:
•    Not to attend at Portage Place, City Place, Bell MTS Centre or the Skywalk that connects those buildings.
•    Participate in sexual offender counselling as directed and supervised by his Probation Officer.
•    Prohibited from attending within 10 meters of 345 Graham Avenue, Winnipeg, MB
•    Prohibited from attending the property of the City Place parkade 

GEORGE will also be prohibited until July 24, 2023 from attending a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a day care centre, school ground, playground, or community centre. 

GEORGE is considered high risk to re-offend in a sexual/violent manner against all females, both youths and adults. 

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. GEORGE will not be tolerated.

Forcible Confinement/Assault – Arrest: C21-225100

On September 26, 2021, at 1:08 a.m., members of the Winnipeg Police Service responded to Portage Avenue and Arlington Street for a report of an assault involving a cab driver and an 19-year-old female passenger.

Members of the Major Crimes Unit continued with the investigation.

On October 5, 2021, the cab driver was placed under arrest. A 44-year-old male of Winnipeg is facing charges of:

- Forcible Confinement
- Assault

He has been released on an Undertaking (as mandated by the Criminal Code).

Commercial Break & Enter – Arrest: C21-232904

On October 5, 2021, at 5:55 a.m., Central District General Patrol officers responded to a report of an assault in the 200 block of Portage Avenue. A male had broken into a business and had attempted to stab two security guards.

Upon arrival, officers took a male suspect into custody that was being restrained by security.

It is believed that the male broke into a business and stole a quantity of items. Upon attempting to leave, he was confronted by the security guards. As they tried to take him into custody, the suspect began to assault the two, and at one point – he produced a screwdriver and attempted to stab them. Both security guards suffered injuries but did not require transport to hospital.

While in police custody, the male attempted to provide a false name but was identified soon after.

Michael Paul KOROSCIL, a 36-year-old male of Winnipeg, has been charged with:

- Break Enter & Theft – Place
- Assault with a Weapon (x2)
- Identity Fraud - Intent to Avoid Arrest, Prosecution or Obstruct Justice
- Fail to Comply with Condition of Undertaking

He was detained in custody.

Aggravated Assault – Arrest: C21-233484

On October 5, 2021, between 7-8 p.m., the Winnipeg Police Service responded to two separate reports of two males who had been assaulted with what was believed to be a machete.

North District Patrol Officers first responded to Mountain Avenue and Aikins Street, locating a teenage victim who had been seriously injured. He was transported to hospital in unstable condition and subsequently upgraded to stable condition.

Approximately half an hour later, officers responded to a hotel parking lot in the 100 block of Garry Street. Police located a second teenage victim who was injured and transported to hospital in unstable condition. He was later upgraded to stable condition.  

The Major Crimes Unit took over the investigations. It was believed that both victims were assaulted during separate altercations with the same accused person who was previously known to them.

A 15-year-old male of Winnipeg has been arrested and charged with the following offences:

- Aggravated Assault
- Assault with a Weapon
- Possession of a Weapon x 2
- Fail to Comply with Release Order x 3

He was detained in custody.
