Homicide – Investigation: C21-261237

Update:

Winnipeg Police Service Homicide Detectives continue to investigate the homicide that occurred on November 7, 2021, at the intersection of Burrows Avenue and Aikins Street. The victim has been identified as Felix Bernard CHIEF, 28, of Winnipeg.

As previously released:

On November 7, 2021, at 1:48 a.m., members of the Winnipeg Police Service responded to the area of Burrows Avenue and Aikins Street for a report of a male that had been assaulted.

Upon arrival, officers located an unresponsive adult male and began to provide emergency first aid. The male was transported to a hospital in critical condition, where he was pronounced deceased.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call the Homicide Unit at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

IIU – Investigation: C21-259228

On November 4, 2021, at approximately 7:05 p.m., emergency services personnel responded to the 100 block of Osborne Street North for reports of a medical incident after multiple callers reported a male on the roadway being aggressive and acting erratically.  

A safety supervisor with the Winnipeg Fire Paramedic Service (WFPS), driving through the area, stopped to ensure the wellbeing of the male.  Members of the Winnipeg Police Service arrived soon after in reponse to the initial calls for service, followed by other WFPS units.  

While handcuffed and in the presence of  WFPS personnel, the male suddenly collapsed and emergency medical intervention was immediately initiated.  The male was subsequently conveyed to hospital in critical condition where he was pronounced deceased.

The Independent Investigation Unit of Manitoba was notifed immediately and has assumed investigative responsibility.

Child Assault – Arrest: C21-177793

On July 31, 2021, the Winnipeg Police Service responded to a report of a three-year-old child who had been assaulted. Investigators determined that an adult relative was providing childcare when the victim was assaulted. 

An adult family member in a separate suite of the residence heard the child crying, attended to the suite, and observed the injured child. The accused, who was still in the suite, fled the residence. The child was transported to hospital in stable condition for treatment. 

The investigation was subsequently turned over to the Child Investigations Unit. As the accused continued to evade police, a warrant for his arrest was issued.

On November 6, 2021, police located and arrested Fabian BUSHIE, 26, of Winnipeg, on the strength of an outstanding warrant for:

- Assault with a Weapon
- Fail to Comply with Condition of Undertaking x 3
- and a new charge for Possession of a Weapon

He has been detained in custody.
