Abduction/Aggravated Assault – Investigation & Arrests: C21-256558

On November 1, 2021, at approximately 8:00 p.m., Winnipeg Police officers responded to a report of a serious assault that had occurred near the intersection of St. Mary’s Road and Fermor Avenue. Responding officers spoke to witnesses who related that a female in her twenties had been severely assaulted at a bus stop and subsequently dragged into a waiting vehicle. Initial indications were that at least two male suspects were involved. A witness attempted to intervene but was threatened by the suspect with a knife.
 
Multiple police resources were deployed as it appeared that the victim had been kidnapped.
 
Later, at approximately 8:40 p.m., an incident unfolded on the Trans-Canada Highway east of Deacon’s Corner. An adult female jumped out of a moving SUV which was travelling eastbound at a high rate of speed. The SUV stopped to retrieve the female, but the presence of other vehicles caused the SUV to speed off. By-standers contacted RCMP, who took the victim to a hospital in Steinbach, Manitoba. The victim was suffering significant injuries and was transferred to a hospital in Winnipeg. WPS investigators determined that the two incidents (Fermor Avenue and Trans-Canada) were linked and involved the same victim. It was also determined that the victim and the suspects were known to each other.
 
On the evening of November 2, 2021, members of the Major Crimes Unit and the Tactical Support Team arrested a suspect in Winnipeg.
 
Joshua Andrew BAKER, 22, has been charged with:
- Aggravated Assault
- Kidnapping
- Utter Threats to Cause Death or Bodily Harm
- Personating a Peace Officer
- Robbery
- Fail to Comply with Probation Order x 2
 
He was detained in Custody.
 
Investigators are searching for a second suspect in this incident. An arrest warrant has been issued for Jason Robert BAKER, 28.

Jason BAKER is 6’1” in height, 193 lbs. Baker is considered armed and dangerous and is not to be approached. Anyone with information regarding his whereabouts is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477)

Aggravated Assault – Public Assistance: C21-262379

On November 8, 2021, at approximately 3:40 p.m., Winnipeg Police responded to a Motor Vehicle Collision involving a pedestrian on Ness Avenue near Harcourt Street. . Two male youths, both 16, were walking eastbound on the north sidewalk of Ness Avenue, near Sturgeon Heights Collegiate.

An unidentified suspect charged at the victims and pushed one of them into oncoming traffic. The victim was shoved into the path of an oncoming semi-truck that was westbound on Ness in the right curb lane. He made contact with the semi and was then projected toward a pickup truck that was also westbound on Ness. Both drivers saw the attack and took evasive action, slowing to significantly lessen potential injuries.

The victim was transported to hospital in critical condition but later upgraded to stable after treatment. Many people were in the area during the time of occurrence. Investigators are asking that anyone who witnessed the incident or has information that may be relevant contact the Winnipeg Police Major Crimes Unit at 204-986-6219.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that could assist in the investigation is asked to call either 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Drugs/Firearm – Arrest: C21-244857

Acting on multiple tips from members of the community, the Winnipeg Police Service entered into an investigation regarding a residence in the 200 block of Rosedale Avenue.  Suspicious activity at this location led Police to obtain a CDSA Search Warrant.
On October 18, 2021, the Gangs and Guns Unit executed the warrant which resulted in the arrest of a 23-year-old female.  Investigators seized the following items from the residence:

- 9.5 kilograms of cocaine with a value of $380,000
- Sawed-off 12 gauge shotgun
- Canadian currency ($280.00)


Samantha Rose GRAHAM, 23, was charged with:


- Store Firearm or Restricted Weapon Contrary to Regulations
- Possess Loaded or Prohibited & Restricted Weapon
- Unauthorized Possession of a Firearm
- Possess Proceeds of Property Obtained by Crime Under $5,000
- Possess Scheduled Substance for the Purpose of Trafficking (Cocaine)
She was detained in custody.
