Indecent Act – Public Assistance Requested: C21-263337

Members of the Major Crimes Unit are asking the public for their assistance with identifying a male suspect who is believed to have committed an indecent act on a Winnipeg Transit bus.

A female in her 20’s reported that on November 9, 2021, she had been riding the bus when she observed a male expose himself and commit a sexual act.

A male suspect was captured on video surveillance, and investigators are releasing still images in an attempt to identify him.

Anyone with information that may assist investigators is asked to call the Major Crimes Unit at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Weapons & Drug Offences – Arrests: C21-293971

On December 18, 2021, members of the Guns & Gang Unit, with the assistance of the Tactical Support Team and North District officers, executed a Criminal Code search warrant at a residence in the 400 block of Powers Street.

Several people were taken into custody, and a number of items were seized, including the following:

- A loaded sawed-off 12-gauge Mossberg shotgun
- A sawed-off 12-gauge Remington shotgun
- A loaded semi-automatic 7.62 calibre SKS rifle
- A second loaded semi-automatic 7.62 calibre SKS rifle
- Various types of ammunition
- Body Armour

Justin Herbert Crane, a 23-year-old male of Winnipeg, has been charged with:

- Store Firearm or Restricted Weapon Contrary to Regulations (x4)
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x4)
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm Knowing Serial Number has been Tampered With
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x12)
- Possess body armour without a valid permit or in a manner inconsistent with the valid permit (The Body Armour and Fortified Vehicle Control Act)
- Fail to Comply with Probation Order (x4)

Edward Kenneth Munroe, a 21-year-old male of Winnipeg, has been charged with:

- Store Firearm or Restricted Weapon Contrary to Regulations (x4)
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x4)
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm Knowing Serial Number has been Tampered With
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x12)
- Possess body armour without a valid permit or in a manner inconsistent with the valid permit (The Body Armour and Fortified Vehicle Control Act)

He was also arrested on the strength of two warrants – one for the apprehension and suspension of his parole/statutory release and another for being unlawfully at large.

Breanna Joyce Lynn Spence, a 27-year-old female of Winnipeg, has been charged with:

- Store Firearm or Restricted Weapon Contrary to Regulations (x2)
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized (x4)
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
- Possession of a Firearm Knowing Serial Number has been Tampered With
- Possess body armour without a valid permit or in a manner inconsistent with the valid permit (The Body Armour and Fortified Vehicle Control Act)
- Fail to Comply with Condition of Release Order (x5)

She was also arrested on the strength of a warrant for failing to attend court on an Appearance Notice.

Assault with Weapon – Investigation: C21-295325

On December 20, 2021, just before 10:30 a.m., officers from the Winnipeg Police Service’s East District responded to a stabbing in Central St. Boniface.

The victim in his thirties reported walking along Ritchot Street near Hamelin Avenue when he was confronted and stabbed by an unknown suspect. The victim sustained serious injuries but managed to get home and contact police. Officers attended to the male and provided emergency medical care until paramedics arrived and transported him stable to hospital.

No arrests have been made.

Aggravated Assault – Investigation: C21-295809

On December 20, 2021, just before midnight, North District General Patrol officers responded to the 1100 block of Main Street for a female who had been seriously assaulted and bleeding.  A food delivery driver stopped to help the victim in her teens who indicated she had been stabbed. 

Officers arrived and provided an emergency chest seal. Paramedics transported the victim in unstable condition to hospital where she was later upgraded to stable condition.

Drug Trafficking – Arrest: C21-295811

On December 21, 2021, shortly after midnight, officers from the Central District’s Community Support Unit conducted a traffic stop in a back lane of Wellington Avenue, near Simcoe Street.

Identification checks confirmed that the driver was breaching his curfew conditions and was placed under arrest. A subsequent search of the accused revealed the following items:
- 44 grams of cocaine (estimated street value of $3,000)
- drug paraphernalia
- cell phone
- shotgun shell (possession contrary to a court order)

Joseph Conrad LAVALLEE, 34, of Winnipeg, was charged with Possession of a Scheduled Substance for the Purpose of Trafficking and Fail to Comply with Condition of a Release Order x 3.

He was detained in custody.

Sexual Assault & Procurement – Arrest: C21-69851

In March 2021, the Winnipeg Police Service responded to a residence for a dispute involving an adult guardian and a 15-year-old youth. During this preliminary investigation, the youth disclosed a history of sexual abuse and procurement. 

The 15-year-old survivor was placed in safe care while the Winnipeg Police Service Counter Exploitation Unit further investigated the matter.  Investigators determined that between November 2020 and March 2021, the then 13-year-old survivor was in a non-familial guardianship. During this timeframe, the guardian provided the survivor with alcohol and drugs and directed them to perform sexual acts on adult males and females in exchange for money and drugs. These sexual acts took place inside vehicles and at their residence.

Between October 2020 and November 2020, the survivor’s friend, who was 12-years-old at that time, was also provided drugs and alcohol by the same guardian. On one occasion, the accused sexually assaulted the 12-year-old. 

On December 17, 2021, after an extensive investigation, Counter Exploitation Unit charged a 32-year-old female of Winnipeg with the following offences:
- Sexual Assault
- Sexual Interference
- Parent or Guardian Procuring Sexual Activity
- Procuring Person Under 18 to Provide Sexual Services
- Material Benefit from Sexual Services Provided by a Person Under 18 Years

The accused name will not be released to ensure the anonymity of the survivors in this matter. She was detained in custody.
