December 22, 2021 Media Release

Homicide – Arrest: C21-118058

As previously released:

On May 25, 2021, at 6:00 a.m., North District officers responded to the 800 block of Magnus Avenue for the report of a seriously injured male.

Upon arrival, police administered emergency first-aid to an adult male victim who was subsequently transported to hospital by ambulance in critical condition. The victim later succumbed to his injuries, and his death is confirmed to be a homicide.

The victim in this homicide has been identified as Stuart Bruce Fritzley, a 35-year-old male of Winnipeg.

Update:

On December 20, 2021, Homicide Unit investigators travelled to the Calgary Remand Centre to arrest a male suspect (in custody for unrelated offences).

On December 21, the suspect was returned to Winnipeg. It is believed that the he was known to the victim as an acquaintance and that they had been together in the 800 block of Manitoba Avenue when the victim was stabbed.

Thomas Alexander Anderson, a 27-year-old male of Winnipeg, has been charged with:

- Second Degree Murder

He was detained.

The Homicide Unit continues to ask the public for their assistance locating and identifying a female who may have important information regarding the homicide.

The female is described as Indigenous in appearance, in her early to mid-20s and wearing a black jacket with dark jeans. She is believed to have been in the vicinity of the murder (Manitoba Avenue between Sinclair Street and Arlington Street) around the time it occurred.

Investigators are re-releasing surveillance images of the female to help with identifying her.

Robbery – Arrest: C21-296318

On December 21, 2021, at 5:53 p.m., members of the East District Community Support Unit, with the assistance of the K9 Unit, responded to a mall in the 1500 block of Regent Avenue West for a report of a male that had attempted to shoplift and threatened staff with pepper spray.

Soon after, a male suspect was located at a nearby restaurant and was taken into custody.

It is believed that the suspect had attempted to leave a store with stolen items when he was confronted by a security officer who recovered the merchandise. The suspect then pointed a can of bear spray at the security officer and fled. The spray was not discharged, and the security officer was not injured.

Dakin David Pykerman, a 32-year-old male of Winnipeg, has been charged with:

- Robbery
- Possession of a Weapon
- Fail to Comply with Condition of Release Order

He was detained in custody.

Weapon Offence – Arrest: C21-296197

On December 21, 2021, at approximately 2:15 p.m., members of the Winnipeg Police Service responded to the report of a male yelling erratically and wielding a hammer in the outdoor space of Air Canada Park. The area was populated by numerous people who fled the area for safety.

The accused moved on to Portage Avenue and Donald Street, smashing out the glass of a Transit bus shelter. Again citizens in the area fled, and police were contacted. He subsequently entered a nearby hotel, swung the hammer at an on-duty security guard, then left the building.

Officers located the accused outside and safely took him into custody, recovering the weapon. Nobody was injured.

Charles Raymond Holke, a 44-year-old male of Winnipeg, was charged with:

- Assault with a Weapon
- Possession of a Weapon
- Mischief Under $5,000

He was detained in custody. 

Community Notification

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Cecil Junior HOULE, (a.k.a. Chubby Houle and Junior Houle) 45 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. All persons, particularly females, are at risk of sexual violence.

HOULE was released on December 21, 2021 from Milner Ridge Correctional Centre, in Beausejour, Manitoba after serving a sentence for failing to comply with conditions of a Probation Order.  He was convicted on December 21, 2021 and received a sentence of time served (105 days pre-trial custody credit).

HOULE is expected to take up residence in Winnipeg, Manitoba.

HOULE has a history of sexual, violent and other offences. Although he participated in some treatment programming in the past, HOULE is still considered high risk to re-offend in a sexual manner.  All persons, particularly females, are at risk of sexual violence.

Background information:

Cecil Junior HOULE is a 45 year-old male with a lengthy criminal record including convictions for manslaughter, sexual assault cause bodily harm, sexual interference, assault cause bodily harm, assault, carry concealed weapon and numerous breaches of probation and recognizance orders.

HOULE was convicted of manslaughter of his common law wife and sexual assault cause bodily harm of an 18 year old female, in January 2006. He received a sentence of 12 years for manslaughter and sexual assault cause bodily harm (in addition to 3 years pre-trial custody credit). Following his release, HOULE has been convicted of 7 counts of breach of recognizance, 5 counts of breach of probation, and carry concealed weapon.

HOULE was convicted of carry concealed weapon and breach of probation on February 16, 2021 in which he received a total sentence of 4.5 months (in addition to 4 months 9 days pre-sentence custody credit).

HOULE was convicted on December 21, 2021 for failing to comply conditions of a Probation Order in which he received a sentence of time served (105 days pre-trial custody credit).

HOULE was released on December 21, 2021.

Upon release, HOULE will be subject to a lifetime weapons prohibition order and supervised probation until June 2023.

While incarcerated, HOULE participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against females. All persons, particularly females are at risk of sexual violence.

HOULE is expected to take up residence in Winnipeg, Manitoba.
